The latest release of Geniatech's eyeTV 3 software reduces the minimum system requirement necessary for H.265 (HEVC) on the new eyeTV T2 and eyeTV Hybrid USB sticks. eyeTV 3.6.9 HEVC (Version 7512) now requires Intel Core i5 running at at least 2.5 Ghz and a minimum of 4GB available RAM, compared with 3.5 GHz and 8Gb RAM in the previous build (7511). Both sticks are now available on both the UK and German versions of Amazon and both sticks would already receive the UK version of DVB-T2 under the previous release. HD in the UK uses the video codec H.264. In Germany, H.265 (HEVC) will be used, for which the stick has been, in the words of the manufacturer, "prepared". Wohnort notes that this latest release brings HEVC reception within the capability of the roving Wohnort MacBook Pro and stick.

Own-brand DAB+ radios
In the UK, the last remaining bastion of died-in-the-wool, "original-flavour"-only DAB receivers is the range of own-brand radios sold by the major supermarket chains. Which brand will be last to switch? With the new UK digital radio tick mark now specifying DAB+ capability (among other welcome things) to qualify, it can't be long now. With DAB+ services already on air across the UK, and more certain to follow, Wohnort recommends that the own-brand ranges be avoided until they include DAB+.

In the Netherlands, the Block 7B local DAB trial in Den Haag Feel Good Radio has ceased. The ensemble began from a single site, Rijswijk, in July and a second site at Zoetermeer was added this month. The broadcaster has published a brief evaluation of the trial on its website. All the local DAB trial licences expire at midnight tonight.

In Belgium, the Minister for the Media in the Flemish government has announced that additional capacity for DAB+ will be provided in 2018. At present, the only capacity for private broadcasters is operated by Norkring. The Minister would like to see competition in the market and enable more of the region's broadcasters to use DAB+.

In the Netherlands, a substantial upgrade to the Block 11C network is taking place which should improve coverage by the end of December. As part of this, a new 5Kw transmitter has been brought into service at Roermond to replace a 2 kW transmitter deactivated at Ittervoort.

In Switzerland, the regulators have authorised an additional layer of DAB+ coverage in each of the three linguistic regions - German, Italian and French. In the German and Italian regions, the new layers have been awarded to multiplex operator SwissMediaCast (SMC). Of the respondants to a Call for Interest in 2016, SMC was the only applicant to meet the criteria. In the French-speaking region there was more than one potential qualified applicant and the regulator will proceed to advertise this layer in 2018. The new fifth layer in the German-speaking region, designated D05, is intended to ensure sufficient capacity exists across the five layers for DAB+ to replace FM as the primary transmission mode from 2020. Many broadcasters in the German-language region have expressed an interest in extending their coverage into the Italian-speaking region, especially along the main transport axis from Gottard to Chiasso. The new layer here, designated I03, is intended to realise this ambition. A timetable for D05 roll-out specifies that the new ensemble should be available in the Bern region by the end of 2018, and in Zürich, Basel, Aargau, Luzern, Schaffhausen and St. Gallen by mid-2019. Coverage should reach Chur by the end of 2019. Coverage of the German-speaking region as a whole is intended to reach 95% by population by the end of 2020. The new layer I03 should provide continuous coverage between Airolo and Chiasso and between San Bernardino and Bellinzona by the end of 2019.

In Germany, the regulator for Bayern, the BLM, has announced that the existing Block 12D network for Nieder­bayern und Oberpfalz will be split into two on July 3rd 2018. The transmitters in Niederbayern will move to Block 7D. Those in Overpfalz will continue to operate on Block 12D. Two distinct ensembles will then be broadcast. The commercial services Radio Trausnitz, Radio AWN, unser Radio Passau/Deggendorf, Radio Galaxy Landshut and Radio Galaxy Passau/Deggendorf are expected to be broadcast on Block 7D. Radio Charivari Regensburg, gong fm, Radio Ramasuri und Radio Galaxy Amberg/Weiden will be able to use Block 12D.

A new service has popped up on the local DAB trial in Leiden, IMPACTAM DAB MUX. RadioSputnik is broadcasting in DAB+ at 96 kbit/s and is apparently an Underground, House and Techno service - not the Russian broadcaster well-known in other countries.

Norway has become the first country to shut down its FM networks, completing a process that began in January. Unlike previous regions, the last regions, Finnmark and Troms, plus Svalbard, closed both the NRK and commercial frequencies simultaneously. Now, only the services of small local broadcasters outside the main centres are permitted to use FM until 2022.

In Austria, the regulator has awarded the country's first-ever regular DAB/DAB+ licence to RTG Radio Technikum GmbH to cover the Greater Vienna area. The 10-year licence comes into effect April 3rd 2018. Advertised at the same time was a national ensemble, for which the regulator is co-ordinating frequencies with neighbouring administrations and is working to make an award in the first quarter of 2018.

In Australia, two new services have popped up on the Block 10B ensemble in Canberra, DAB+ CBR Trial. Elf Radio and Coles Radio have been added to the digital radio offering in advance of commercial stations in the capital migrating to a new permanent home on Block 8D. The services of public-service broadcasters ABC and SBS are now broadcast on Block 9C and the industry body Digital Radio Plus has announced that the existing transmissions on Block 10B will cease on January 8th. Listeners must perform a rescan on that date to continue receiving them.

In Germany, the public-service broadcaster Bayerische Rundfunk has brought a transmitter into service on Block 11D. Wallberg, Tegernsee improves coverage of the Land-wide ensemble Bayern in the Tegernseer Tal. Meanwhile, new Block 8C transmitter at Hesselberg improves coverage of the regional ensemble Mittelfranken.

In Germany, the public-service broadcaster for Baden-Württemberg, SWR, has brought a new transmitter into service on Block 8A. Grünten - actually in Bayern - broadcasts the ensemble SWR BW S, extending and improving coverage in the württembergischen Allgäu and parts of the region Bodensee-Oberschwaben. A new transmitter at Brandenkopf is scheduled for 2018 and further transmitters are being planned.

In Latvia, the test ensemble ceased yesterday following the decision by the National Electronic Media Council (NEPLP) not to continue DAB+ tests nor to support a roll-out of DAB+ in the next five years.

In the Czech Republic, the transmission provider České Radiokomunikace has brought into service three new transmitters. Plzeň (10kW) on Block 12C, together with Ostrava (10kW) and Brno (5kW) on Block 12D extend coverage of the public-service broadcaster Český Rozhlas and its ensemble CRo DAB+.

In Latvia, the National Electronic Media Council (NEPLP) has decided not to continue DAB+ tests nor to support a roll-out of DAB+ in the next five years. According to the NEPLP's announcement, the council considers that the introduction of both 5G mobile Internet and broadband Internet will enable the development of various types of audio channels and content products for radio stations, whereas the introduction of the DAB + standard would require millions of euros in investment from taxpayers' money, and would oblige consumers to replace radio receivers.

In Germany, the operator of the first national ensemble has announced a new transmitter to be brought into service on November 28th. Dannenberg will improve reception of the Block 5C ensemble DR Deutschland in Lüchow-Dannenberg in Niedersachsen. A further transmitter at Pettstädt/Weißenfels in Sachsen-Anhalt will improve coverage in the Burgenlandkreis from December 1st. Finally this year, probably Week 51, a new transmitter at Passau in Bayern will improve coverage in the town and surrounding area. Further sites are planned for 2018.

In Australia, the regulator has invited applications from eligible joint venture companies for foundation category 1 digital radio multiplex transmitter licences valid for 15 years in Canberra and Darwin. There is no official closing date.

Is your radio behaving strangely? Displaying the name of one service while playing the audio of another? Unable to tune into a service that you were listening to just few moments ago? Find that when you select one station from your radio's list, your radio takes you to another service instead? Are you in the Netherlands? If so, it may not be a problem with your radio!

The Ensemble ID is supposed to be unique within a territory, even where two ensembles are run by the same operator. If they have different sets of services, then they should have different EIds, because... they are different. Two transmissions with the same EId should be identical down to the last CU. The only exception is when a number of transmitters broadcast the same ensemble on the same frequency and use a technique known as "Local Windows in DAB" to provide a service in one area but not another.

The multiplex MTVNL, which appears on different frequencies around the country, so the Local Windows scenario does not apply, appears to use the same EId (8181) on transmissions that contain a different mix of services. The Block 11A version of MTVNL broadcasts NH Radio. Block 5B and Block 12B apparently do not, but have the same EId.

The local DAB trial BROADCASTSHOP.NL in Waddinxveen appears to use the same EId (8182) as the MTVNL transmissions in Eindhoven.

The Service ID is supposed to be unique for any particular service within a territory. The SId 0035 is used by RADIO182 in Waddinxveen and by ONE in Wageningen. In any case, the SId is not TS 101 756 compliant for a Netherlands service.

One is surprised that the Dutch regulator accepts this kind of situation.

The media regulator has invited the interested parties to accept the terms and conditions of the advertisement which includes a monthly fee to be paid in advance for the entire duration of the trial. Deadline for responses is October 5th.

BBC R1 Vintage marks the 50th anniversary of the start of Radio 1 and includes material from the archives and, at 6.55am on September 30th, a recreation by Tony Blackburn of Radio 1's first hour, which will be simulcast by BBC Radio 2. The service will broadcast until midnight on Monday October 2nd. The ensemble's EPG has ceased for the duration of the temporary service. Other bitrates have been reduced.

Reality Check

THE CLAIM: "The use [of DAB+] is declining in the UK"
Auch für ORF-Radiochefin Monika Eigensperger ist DAB+ klar eine "Übergangstechnologie": "Nirgendwo in Europa ist es ein durchschlagender Erfolg. In Großbritannien geht die Nutzung zurück..." - published in 'Horizont'

(Wohnort translation: For ORF Head of Radio Monika Eigensperger too, DAB+ is clearly a "Transition Technology": "Nowhere in Europe is it a resounding success. In Great Britain, the use is declining...")

The claim being made can be interpreted in a number of ways.

1) The use of DAB+ as a transmission standard by broadcasters. This, clearly, is not declining. A couple of years ago, NO services were being transmitted in the UK using DAB+. Today there are close to a hundred services, distributed, variously, via national and local ensembles and via trial minimuxes. Two of the trial minimuxes transmit exclusively DAB+, others nearly so. Of the services that have migrated from DAB to DAB+, apart from a couple of instances that were trials from the outset, none has migrated back again.

2) The use of DAB+ as a transmission standard by listeners. It is unlikely this is what was meant, but for the sake of argument, the number of DAB+ receivers in use is increasing all the time. ALL tick-boxed radios MUST be able to receive DAB+. According to Digital Radio UK, 90% of new cars have DAB+ fitted - some 2 million vehicles each year. Also, listeners choose what to listen to by content, not by codec. If listeners are using DAB/DAB+ at all, then DAB+ usage must be rising because more services and more receivers are available. Finally, RAJAR figures do not differentiate between DAB and DAB+, so there are actually no official figures to support this claim, other than by examining the figures for services that are available by no other means.

3) Most likely, because she is speaking in a market where only DAB+ is under consideration, "DAB+" is being used as a collective term for both DAB AND DAB+. However, even by this measure, the claim does not hold up to scrutiny for very long. The use of ANY kind of digital reception - DTT, DAB/DAB+ or online - is rising relative to analogue. According to the official RAJAR figures, the weekly reach by all digital platforms is currently 61.2%, having been just below 60% in the previous two quarters. DAB/DAB+ reach is currently 47.5%, a higher figure than for the previous two quarters. The figure for DTT reception of radio is slightly lower than two quarters ago, at 14.7%, but not by much. Online listening has risen to just under 20%, but this increase has clearly not been at the expense of DAB/DAB+, since that too has risen.

THE VERDICT: False
By any of these measures, the claim is false.

THE REACTIONS:
Wohnort approached both audience-measuring body RAJAR and various members of the DAB/DAB+ industry in the UK. None supported the claim.

Ford Ennals - Digital Radio UK: "We only started to launch DAB+ stations last year and now we have over 50 and that number will only grow."

Glyn Jones - Arqiva: "We were ahead of the rest of the world with DAB digital radio – and listening levels continue to grow well. The breakthrough in digital car radios being fitted as standard is the big step forward in the past few years. Total digital radio listening is growing well towards the 50% target the government has set, and at that point there’ll be a review of how switchover will be handled in the UK."

Matt Deegan - MuxCo: "The Head of the Austrian broadcaster is wrong. DAB in the UK sees strong growth quarter on quarter, year on year, and we're on-track for analogue radio to have less than a 50% share in the next few quarters."

Ash Elford - Solent Wireless "In the space of 18 months we've seen the UK go from zero to nearly 100 DAB+ services. The wider DAB digital radio system has seen DAB receiver ownership and listening at an all time high according to RAJAR figures."

James Cridland: "Monika Eigensperger of ORF claims that the use of DAB is declining in the UK. That is simply untrue."

Monika Eigensperger claimed additionally that DAB/DAB+ has not been a success ANYWHERE in Europe. The term "success" is a highly subjective one and depends totally upon the expectations of the person making the assessment. If, let's say, you expected listeners to go out and buy receivers BEFORE you would begin broadcasting ANY services, it might sound a little rich claiming to be disappointed if, as in Austria, where the ORF has NO services on DAB/DAB+, it appears that as many as 4% of listeners have already bought DAB/DAB+ radios.

To borrow an analogy seen in Radioforum: if you don't offer any food in your restaurant, you shouldn't be surprised if nobody books a table.

It is worth pointing out that in Norway, where switch-over is already underway, 64% of Norwegians are listening to radio now, compared with 67.1% a year ago before the switch-over began. This is a smaller reduction than was expected to take place during the switch-over period. [Source: Kantar TNS]

Additionally, what is notable about the rapid increase in the use by UK broadcasters of DAB+, as opposed to "original-flavour" DAB, is that it has been broadcaster-driven. There is no officially-mandated or recommended process underway. Broadcasters have themselves opted to use the more efficient codec.

And all of that is before we even start to consider Monika Eigensperger's neighbouring country - within easy, fact-finding reach - Switzerland...

THE RESPONSE:

Frau Direktorin Eigensperger hat sich auf den Rückgang der wöchentlichen Reichweite von 44,8 auf 44,6% zwischen Q2 16 und Q1 17 bezogen. Die Zahlen des Q2 17, die tatsächlich wieder einen Anstieg aufweisen, sind ihr leider nicht vorgelegen.

Die grundsätzliche These, dass DAB nirgendwo in Europa ein durchschlagender Erfolg ist, wird dadurch jedoch trotzdem nicht entkräftet. Denn selbst im DAB-Vorzeigeland Großbritannien ist der DAB-Anteil an der gesamten Radionutzung, 22 Jahre nach dessen Einführung, noch immer weit entfernt von den ursprünglich angestrebten 50%.

Speziell bei jüngeren Zielgruppen ist jedoch in allen Märkten ein starkes Wachstum des Internet-Streamings zu beobachten. Mit der Entwicklung der "Smart Speaker" ist zusätzlich eine neue Technologie am Markt, die Potenzial hat, den Audiokonsum nachhaltig zu verändern. Aus diesen Gründen ist Frau Direktorin Eigensperger der Meinung, dass DAB nur eine Übergangstechnologie darstellt.

The fundamental thesis that nowhere in Europe is DAB a resounding success is not, however, thereby weakened. Even in the DAB flagship of Great Britain, the DAB share of total radio consumption, 22 years after its introduction, is still far from the 50% originally targeted.

Among younger target groups in particular, however, a strong growth in Internet streaming is observed in all markets. With the development of the "Smart Speaker", a new technology is also on the market which has the potential to change audio consumption in the long term. For these reasons, Frau Direktorin Eigensperger is of the opinion that DAB is only a transition technology.

Test SFN RNI+ uses a frequency previously assigned to a second layer for the French-speaking region, but there is no suggestion at this stage that any future transmissions would cover the whole of Wallonie. At the time the observations were recorded, fourteen services were on board, three of which appeared to be without audio streams. In Austria, two companies have applied for multiplex licences. ORS, the transmission subsidiary of public-service broadcaster ORF, has applied for a national licence. RTG Radio Technikum has applied for a regional ensemble to cover Vienna. A decision by the regulator is expected before the end of this year. The licence for the DAB trial currently operating in Vienna will expire next April. In most countries, the introduction of digital radio has usually been accompanied by a tussle with the copyright bodies. In Denmark, for example, broadcasters withdrew from a minimux until agreement could be reached. It seems Austria is no exception. The country's copyright agency, the AKM, is seeking the same fees as for analogue services, there being no agreed tarif for digital radio. The Austrian newspaper Horizont reports that a criminal case is being prepared against the AKM, alleging extortion through "absurdly high demands". A complaint is also being filed with the federal competition authorities. Wohnort suspects that somewhere between these two distant positions, as in other countries, lies a solution.

As a result, BBC Radio Sussex, Surrey, Humberside, Wiltshire, Nottingham, Kent, and Lincolnshire will no longer be available on medium-wave, while BBC Devon, Lancashire and Essex will have reduced medium-wave coverage.

In Hong Kong, the Block 11C ensemble DAB+ Hong Kong is expected to cease at midnight on September 4th. Public-service broadcaster RTHK operate the only services remaining after the commercial broadcasters Metro Broadcast, Phoenix U and Digital Broadcasting Corporation removed theirs, progressively, between 2015 and 2016. One consequence of the change is that BBC World Service, currently available 24/7 through a service of its own on the ensemble, will in future be broadcast only between 23:00 and 07:00 on RTHK Radio 4. This will be the first time since 1978 that BBC World Service has not been available continuously. The 24-hour relay of China National Radio will remain, however, being broadcast in the territory as RTHK Radio 6.

In France, the regulator has advertised capacity on future ensembles for Rouen and Nantes. For Rouen, two local ensembles will cover the immediate vicinity of Rouen with a third local ensemble for Le Havre. A fourth ensemble will cover the greater area encompassing both Rouen and Le Havre. In Nantes, two local ensembles will serve Nantes itself. A third and fourth local ensemble will cover Saint-Nazaire and La Roche-sur-Yon respectively. A fifth ensemble will cover the greater area encompassing all three localities. The closing date for the advertisement is October 17th.

In Belgium, the multiplex operator in Flanders, Norkring, has announced that broadcaster Medialaan's services Qmusic and Joe will be broadcast on the Block 11A ensemble Norkring DAB+ from September.

In Germany, the public-service broadcaster in Hessen has brought two new transmitters into service on Block 7B. Kreuzberg, located in neighbouring Bayern, extends and improves coverage of hr Radio in the area around Fulda as well as providing fortuitous overspill in Bayern. Hoher Meißner extends coverage in the north of Hessen. These extensions to the network follow the recent activation of a new transmitter at Biedenkopf and a power increase at Rimberg. During September, a new transmitter in Darmstadt will improve indoor coverage in the city, altogether bringing coverage of Hessen to 95% of the population.

The UK regulator has refused a request by the operator of the Mid & West Wales local ensemble to extend its coverage area to include Swansea. In fact, the ensemble does already reach the city by virtue of its transmitter at Kilvey Hill, but the request, if approved, would have codified what is currently technical overspill into formal coverage. The operator stated that the change would make the ensemble more attractive to potential service providers and so improve its overall financial viability. There already is a local ensemble for Swansea, whose operator argued that making the Mid & West Wales ensemble more attractive in the city would be at the expense of their own. The regulator stated that licence areas had been designed to mirror where possible the coverages of existing local analogue services to facilitate any eventual switch-off rather than match areas actually reached with a signal.

In Germany, egoFM has been awarded capacity on the new regional ensembles Mittelfranken, Oberfranken and Unterfranken and the forthcoming regional ensembles Oberpfalz-Niederbayern and Oberbayern-Schwaben. Four other broadcasters had applied for the capacity. Radio Arabella, Radio TEDDY and rt.1 digital broadcast GmbH will be taken into consideration should capacity be released before July 13th 2018. An application by Dornier Medien GmbH was rejected for formal reasons. As a prerequisite for the regional capacity, egoFM must release the capacity it currently uses on the local ensembles Augsburg, Ingolstadt, München and Nuernberg.

In Germany, a new transmitter has been brought into service on Block 5C. Molbergen (5 kW) extends coverage of DR Deutschland into Emsland in Niedersachsen. Further transmitters are to be brought into service in the coming weeks. On July 26th, Brandenburg (3 kW) will improve coverage in western Brandenburg. Templin (10 kW) will improve existing coverage in the east. The most significant extension of coverage is expected on September 13th, when a new transmitter at Casekow (5 kW) will bring the ensemble into northeast Brandenburg.

In Norway, the latest step in the country's FM Shutdown has taken place. FM transmitters of the public-service broadcaster NRK were switched off yesterday in Hordaland, Rogaland, Sogn and Fjordane and in both Agder counties. Commercial broadcasters in those areas - P4, Radio Norway, P5 Stavanger, NRJ Stavanger, Radio Sandnes, P5 Bergen and NRJ Bergen - will follow on September 15th. NRK has not been shy in reporting the various downsides to the switchover as well as the ups. The broadcaster reports that there are 1100 road tunnels in Norway but that only 335 of them have so far been equipped with DAB. In the district of Vest, 95% of police patrol cars are not equipped with DAB. The broadcaster has also reported on the understandable reluctance of listeners to dispose of working FM radios that have served them well for many years. The next phase of the FM shutdown will include the capital. NRK FM sites will close in Østfold, Vestfold, Oslo and Akershus on September 20th, with the commercial broadcasters in those areas following on December 8th. The final step will see FM transmitters in Troms and Finnmark closed on December 13th. Even after this date, however, it is reported that 189 local radio stations will continue to use FM until 2021.

In the Czech Republic, the public service broadcaster Český rohzlas has been operating a pilot on Block 12C which ends today. The ensemble will enter official service on June 1st. Other sites will be added around the country by the end of November:

  • Brno - Hády - Block 12D / 5 kW / vertical polarization
  • Ostrava - Hošťálkovice - Block 12D / 10 kW / vertical polarization

In Germany, the regulator for Bayern has advertised capacity on the regional ensemble in Unterfranken (10A). On offer are 54 CU for a DAB+ audio service running at 72 kbit/s. The new service is expected to be on air by October 11th 2017. Closing date of the advertisement is June 12th 2017. Currently, the three ensembles Unterfranken (10A), Oberfranken (10B) and Mittelfranken (8C) broadcast the same multiplex. In the narrative of the advertisement, the regulator states that 5 or 6 local FM services will be broadcast on Unterfranken and Oberfranken and that two local services will be broadcast on Mittelfranken. Services currently broadcast on the Land-wide Block 10D ensemble Bayern will migrate either to the Land-wide Block 11D ensemble BR Bayern or to the regional ensembles. The three regional ensembles are each expected to begin broadcasting a unique multiplex during the summer.

In Germany, the regulator for Bayern has advertised capacity on three existing regional ensembles in Unterfranken (10A), Oberfranken (10B) and Mittelfranken (8C) and two new regional ensembles Oberpfalz-Niederbayern (12D) and Oberbayern-Schwaben (10A) that will begin broadcasting later this year. On offer are 48 CU for a DAB+ audio service running at 64 kbit/s. The capacity should by the end of 2019 at the latest be increased to 54 CU (72 kbit/s). Closing date of the advertisement is June 12th 2017.

DAB Dumping Alert
Amazon in the UK has begun listing (as of this month) a large number of "new" models from someone called MAJORITY and with English-sounding names like Barton, Castle, Girton, Heston, Huntingdon, Petersfield, Shelford. Not one of them mentions DAB+ in their descriptions and they are all dirt cheap. Remember Wohnort's rule - If it doesn't say DAB+ on the box, it probably isn't DAB+ in the box. Without DAB+, many or most services - the MAJORITY even - on minimuxes in Brighton, London, Manchester, Portsmouth and elsewhere (and most of Europe by the way) simply won't be audible. Caveat emptor!

The German website Radiowoche reports that of the four applicants for the forthcoming second national German multiplex, two have joined forces, reducing the number of applicants to three. According to the report, Neue Welle und Media Broadcast are to participate in a joint venture. Despite discussions involving all four, the other two applicants, LIVIA Group and Leipziger Immobilien-Manager Steffen Göpel, are to continue with their separate applications.

A Private Members' Bill, "Broadcasting (Radio Multiplex Services) Bill 2016-17" received the Royal Assent this week. It permits the UK regulator to create a licensing regime for future minimuxes. Trials are currently being conducted in ten areas in England and Scotland. One of these became the UK's first all-DAB+ ensemble earlier this year. [Each territory has its own term for such ensembles. The UK regulator calls them "Small-Scale DAB". Switzerland refers to them as "digital islands". Wohnort uses the term "minimux" for brevity and because it translates well for an international readership.]

In Germany, the media regulator in Bayern has awarded capacity on the local ensemble Ingolstadt to HITRADIO RT1 Altbayern (working title). The capacity is linked to the licensing of two FM frequencies - 101.2 MHz in Neuburg and 94.6 MHz in Schrobenhausen. There were three applicants for this capacity, Radio IN and Funkhaus Ingolstadt being the other two. HITRADIO RT1 Altbayern plans local content for Ingolstadt between 12:00 and 14:00 on weekdays and between 09:00 and 12:00 on Saturdays. At other times, the service is planned to relay Hitradio rt1 from Augsburg.

In Hong Kong, the government has announced that digital radio broadcasting is to cease. The public-service broadcaster RTHK, now the only service provider on the territory's ensemble DAB+ Hong Kong, is expected to terminate transmissions within six months. Currently, five services are broadcast, including one in Putonghua and a relay of BBC World Service. Three commercial broadcasters, one of which was unique to the digital platform, previously broadcast services on the ensemble but have retreated in quick succession.

South Korean snapshots updated. A number of ensembles each contain a new "HD" service, requiring suitably-equipped "HD DMB" devices which have only recently become available. Generally, the bitrates of existing services on those ensembles have been reduced to accomodate the HD newcomers. The broadcasters MBC and SBS surprised the market last year by announcing they would not be participating in the introduction of "HD DMB". The broadcasters had recently launched a paid internet video service "Pooq", whereas DMB and HD DMB are free to air. The terrestrial DMB licences include an element of public service, including disaster recovery. One comment published at the time by iPnomics described the decision as an "abandonment of public responsibility."

Varied or Varied Speech? One matter not addressed by the updated Registered Tables is the inherent contradiction in the definition of Programme Type 9. In the new tables TS 101 756 V2.1.1, this continues to be defined as "Varied". A service such as BBC Radio Scotland is indeed varied. Its weekly schedule comprises news, current affairs, discussions, phone-ins, sport, folk music, pop music, classical music... and bagpipes. Other BBC local and regional services are of a similar character. Without the bagpipes. But the 16-character and 8-character "abbreviations" of the Programme Type continue to be defined as "Talk", which for substantial portions of the broadcast week, Radio Scotland is not and it is ludicrous to see the word "Talk" during a bagpipes recital. A service broadcasting a range of musical styles but with little speech might wish to describe itself as "Varied", only for the word "Talk" to pop up on the receiver display. Instead, the only correct option would be to use the cop-out definition "Other Music", as for practically every service on the Swiss minimuxes. One reason, perhaps, why most of the DAB+ radio services broadcast in Paris use no PTy at all? Because the word "Talk" clearly qualifies "Varied" to be a speech-based service, Wohnort continues to use the term "Varied Speech" in its listings.

Transmission Modes II, III and IV have been discarded as obsolete. WorldDAB says that for many broadcasters, the changes will have few impacts because the aim was to make sure that changes were mostly compatible with the way that DAB is actually used. However, to make the system work better, some changes need to be made to the multiplexing equipment of all broadcasters, while other changes will only be needed if certain features are used.

In Austria, the regulator has advertised a national multiplex, to be known as MUX I. The advertisement runs in parallel with the offer of local/regional ensembles, to be known as MUX II. The national multiplex is expected to operate as a Multi Frequency Network, with two potential frequency scenarios on offer, both described in the advertisement. In the first scenario, the country is divided into three super-regions. The second is organised more or less according to the Länder boundaries. The regulator is willing to work with the licence holder to adapt either model if necessary. The offer is open to both would-be platform operators and/or licensed broadcasters wishing to operate ensembles themselves. A successful applicant may also turn over the technical operation of a licensed multiplex to a third party provider.The licence to operate a multiplex does not include permission to provide the programme services themselves. Should demand exceed the capacity of one multiplex, the regulator says it is willing to move to the advertisement of a further multiplex. Closing date for applications is June 12th 2017.

Snapshots updated of the Norwegian national ensemble Riks and the regional ensemble NRK Reg1 OsAkØs following the recent reconfigurations. All NRK services are now broadcast in the regional ensembles and use DAB+.

In Switzerland, a new service has popped up on the regional ensemble SMC D03 BE-FR. Radio Canal3-D+, a commercial broadcaster in Biel, is broadcasting in DAB+ at 64 kbit/s.

In Switzerland, the on-air dates for the next Minimuxes have slipped back. Sopraceneri and Sottoceneri, scheduled for December 2016 have been moved back to March 2017. Bern is now expected on air in May 2017 and Biel in June 2017. St. Gallen is now due in June 2017.

On Trial London, the service RINSE FM has switched to DAB+ and is running at 96 kbit/s with Protection Level EEP-1A. NTS WWW.NTS.LIVE has switched to DAB+ and is running at 48 kbit/s with Protection Level EEP-2A. Snapshot updated.

The operator of the UK minimux Trial Norwich has announced that further "original-flavour" DAB services will switch to DAB+ "over the coming weeks" and invited expressions of interest from broadcasters wishing to use the released capacity.

The Ukraininan regulator has submitted a proposal for the frequency band 174-230 MHz to be allocated to digital radio, following a study of the experience of other European countries. According to the regulator's website, the National Council's chairman, Yuriy Artemenko, said this gives a clear signal to the industry: "If you want to develop digital radio, you have the frequency." In the Netherlands, an additional service has popped on the new local ensemble DAB+ Vlaardingen. Hollands Palet is broadcasting at 96 kbit/s using DAB+. Snapshot updated.

In Norway, the new local licences auctioned in early 2016 came into effect on January 1st. A single licence was offered in each of 37 areas and only 7 remain unallocated. The existing trial licences lapse. The new operators are expected to begin broadcasting during 2017. In the areas Haugaland and Sunnhordland, the auctions were won by a local football club, FK Haugesund, who have teamed up with the power company Haugaland Krafft to operate the new ensemble(s). Norway page updated with new licence holders. Some frequencies have changed compared with the trial licences.
