A new service has popped up on the pilot local ensemble in Denmark, NivaaDAB. Global FM is broadcasting in DAB+ at 88 kbit/s. The new service will launch on FM in Frederiksværk tomorrow evening, where it will share 98.2 MHz with Radio 10FM. However the service will broadcast 24h in DAB+ and is on air already.

Gibraltar's two ensembles and their DAB+ services have been launched officially by the Chief Minister in a ceremony at the transmitter site Signal Hill in which a commemorative plaque was unveiled. Digital television was also launched and a switch-off date for analogue TV has been fixed for December 31st 2012. (Is this the shortest transition period anywhere?) No analogue switch-off date has been announced for radio. The Gibraltar Broadcasting Corporation's website is very disappointing on the subject. The new transmissions merited only a short report on the news page. The broadcaster's coverage page makes no mention of DAB, while the Engineering page refers to DAB only as something that will happen in the future. The regulator's website is even less exciting.The most recent GRA document on the main Press Releases page, on any subject, is dated March 2nd 2009. The most timely information on the website is the fact that the GRA's offices will be closed for Christmas.

Two additional transmitters have been brought into service for the Block 11C ensemble Sheffield. Ofcom's Technical Parameters show Chesterfield to have been brought into service on November 21st. An on-air date for Ardsley is not yet listed, but a glance at Wohnort's observation on December 17th reveals most of the signal to have been coming from the new site. On that occasion, a good signal was being received on the M62 in the vicinity of Morley.

In Hong Kong, the Communications Authority proposes to suspend the licence of DBC, whose services on the Block 11C multplex have ceased, in contravention of its licence obligations. The suspension of the licence would last for 30 days but DBC is allowed 28 days during which to make representations before the suspension would take effect. If DBC is able to resolve its financial problems, the Authority will consider whether an alternative sanction should be imposed in lieu of licence suspension. The power to revoke the licence altogether rests with the Chief Executive in Council. The Authority has already imposed a HKD 80,000 fine for an earlier cessation of broadcasting. Wohnort adds: As DBC is not currently broadcasting its services anyway, it could be argued that the licence suspension is a moot point. DBC appear, therefore, to have been granted 58 days during which to put their house in order.

On the Bavarian ensemble BR Bayern, the service Bayern 2 has switched to using DAB+. Bayern 2 has migrated from the Block 12D ensemble Bayern, and is now being broadcast in DAB+. A DAB+ version of the classical music service *BR-Klassik has popped up broadcasting at 128 kbit/s. An "original-flavour" DAB version of the service remains on Block 12D. There has been extensive relabelling of the other services on BR Bayern.

The Austrian transmission provider ORS has brought a new antenna into service at the Pfänder. The site is probably unique (anyone?) in broadcasting five DAB ensembles from two different countries (Germany and Switzerland), neither of which is the country (Austria) on whose territory the mast stands. Four of the ensembles have just popped up and share the new antenna, while the Swiss ensemble SRG SSR D01 has used its own antenna for several years from the same site. The Pfänder makes a significant contribution to coverage around the Lake Constance (Bodensee) region, where Austrian transmissions are looking conspicuous by their absence.

In Hong Kong, two new services have popped up on the Block 11C ensemble DAB+ by DBC. 11 M FINANCE D and 26 U RADIO MUSIC are broadcasting in DAB+ at 64 kbit/s. Metro had previously sought to delay the start of its service, citing "significant technical difficulties in respect of DAB network coverage and transmission quality which rendered them impossible to provide a satisfactory service". The Communications Authority rejected the request for a delay, observing that Metro had applied on the basis of a transmitter at Mount Gough. "The transmitter at Mount Gough had been completed and six other principal transmitters had also come into operation. This had exceeded the scale of the minimum transmission network as indicated in Metro's licence application." The new services are a welcome development in the territory, where DBC's own services have been broadcasting continuous music following a hiatus earlier in the year. The Authority has imposed a fine of HKD 80,000 on DBC for failing to meet the terms of its licence.

The public-service broadcaster in Bavaria has announced that on December 17th, the services BR-KLASSIK and B5 plus will migrate from the Block 12D ensemble Bayern to the broadcaster's own ensemble on Block 11D, BR Bayern. Simultaneously, the services will switch to using DAB+, as will the existing Block 11D service Bayern 2 Sued. An "original-flavour" DAB version of BR-KLASSIK will continue to be broadcast in parallel on Block 12D until March 31st 2013. The broadcaster recommends that listeners perform an Autoscan sometime after midday on the 17th.

Two ensembles have popped up in Gibraltar on Blocks 12B and 12C. Four DAB+ services are currently being broadcast, two on each ensemble. The transmissions are considered to be tests until December 18th, when the official service begins. One DVB-T mux (Ch 56) and one DVB-T2 mux (Ch 30) have also popped up. Analogue TV is scheduled to be switched off in Gibraltar on December 31st 2012.

In the Netherlands, the operation of the national Block 12C ensemble Publieke Omroep became the responsibility of KPN on December 1st. This was accompanied by an increase in transmission powers generally and the activation of a new transmitter at Alkmaar. However, the 4kW transmitter at Mierlo appears to have been taken out of service, resulting in the city of Eindhoven being virtually unserved. Ironically, Eindhoven was the birthplace of the Dutch giant Philips, one of the largest electronics companies in the world, and the city is an important technological and industrial centre.

The media regulator in Bavaria, the BLM, has advertised capacity for three DAB+ services on the Block 12D ensemble Bayern. The capacity will be released by the migration on 01.04.2013 of the services BR Klassik and B5 plus to Block 11D BR Bayern. The advertisement confirms that it is planned to migrate the Block 12D ensemble to Block 10D in the coming years. Closing date for applications with the BLM is January 15th 2013.

A group to promote and support digital radio has been founded in Austria, comprising some established private-sector broadcasters and the industrial association FEEI with a membership of more than 300 consumer electronics companies, with the aim of establishing digital radio in the country and broadening the choice for listeners by offering sport, talk, news, classical music, jazz and children's programmes alongside existing services.

In Nordrhein-Westfalen (NRW), the DAB+ transmissions are still considered to be a pilot project. The new awards last until July 31st 2014. The project NRW digital, founded in 2011 with the objective of steering the digitalisation process, has been extended to December 31st 2017.

Arqiva, who own the NOW Digital multiplexes, have announced launch dates for their forthcoming ensembles. Oxfordshire will launch in the week before Christmas. The ensembles for Hertfordshire, Bedfordshire & Buckinghamshire and Northamptonshire will launch in the first quarter of 2013. Derby will follow later in 2013.

The operator of the forthcoming ensemble for Chester, Wrexham and Liverpool, Muxco, has been posting regular updates on its website about the progress towards launch. Today's post includes photos of the equipment rack, including multiplexers, GPS clocks and routers. Muxco report that delays imposed by the provision of telecoms prevent them from defining a firm launch date, but say "we can't wait to bring the whole thing to life as soon as we can".

Montbovon improves reception of SRG SSR F01 in the Gruyère region including Montbovon in Haut-Intyamon and Enney in Bas-Intyamon. The new site is considered to be under test until January 1st 2013, during which times periods of reduced power or interruptions may be necessary.

The regulator in Denmark has issued a licence for the ensemble DR DAB2 to operate on Block 8B in the south of Jutland. Signals have already been received on Block 8B as far away as the Netherlands, indicating that a migration away from the previously licenced Block 13B may be underway. The website of the regulator shows Block 8A to be intended for the north of Jutland but also that no licence has yet been issued. This suggests DR DAB2 now operating on a three-frequency MFN instead of two. There appears currently to be no mention of any migration on the website of the public-service broadcaster Danmarks Radio.

The Pfänder transmitter site in Austria plays an important role in three countries, being used to broadcast radio and television services for Austria, Germany and Switzerland. The antennae were replaced yesterday in an operation involving four helicopter flights over a period of two hours. The original Band III antennae were replaced with a wide-band antenna which will offer the same polar diagram for multiple DAB frequencies to be transmitted from the site, providing near-identical cross-border coverage in the area around Lake Constance (Bodensee). The UHF antennae were also replaced, permitting additional Austrian DVB-T channels for Mux C (Ch. 55) and for DVB-T2 alongside the existing transmissions (Ch.24 MUX A and Ch.21 MUX B) for Austria and those of Germany and Switzerland. The installation was featured in a report on the ORF bulletin Vorarlberg heute (segment "Antennentausch Pfänder"), which is available to view online for one week.

The Swiss Federal Council has given formal approval to the public-service broadcaster SRG/SSR to broadcast regional versions of DRS 1 on the forthcoming regionalised layer. The first ensemble is due to begin transmissions in December. The Council has also granted permission to the cable network operators to reduce the number of "Must Carry" television services they carry in analogue form.

The BBC is extending its medium-wave switch-off trial to two more local radio stations - Radio Essex and Radio Hereford & Worcester. Two stations whose AM transmitters have already been switched off, Radio Nottingham and Radio Kent, are to have their "trials" extended. The Republic of Ireland's last remaining analogue television transmitters were switched off this morning, completing the national switch-over to digital. RTÉ reported this evening that around 100,000 viewers were thought to have not yet switched to digital although brisk sales of receivers were being reported in stores. The presence of analogue television broadcasts in Band III meant restrictions to DAB transmitter powers in Wales and Northern Ireland. At the time that the North Wales local licence was advertised, the Irish transmissions were cited as presenting a difficulty in implementing Block 10D over the western portions of the licence area. Subsequent events intervened, of course, meaning that the North Wales ensemble has to yet to go on air at all.

In Switzerland, all services except three on the Block 12A ensemble for the Italian-speaking region, SRG SSR I01, now broadcast only in DAB+. 56 kbit/s "original-flavour" versions of the main three services, RETE UNO, RETE DUE and RETE TRE will continue until 2015. (Wohnort adds: The frequencies page for Rete Uno shows the ensemble for Suisse Romande as operating on Block 12B, whereas it migrated to 12A in 2007.)

Off-topic: The UK's last remaining analogue television transmitters, Limavady, Brougher Mountain and Divis in Northern Ireland, will be switched off along with their relays on October 24th, completing the national switch-over to digital. An unfortunate casualty of the switch is the BBC's teletext service Ceefax, which ceases to be available at the same time, having been broadcast since 1974. Thirty-eight years of service! Its appearance was clunky, especially the graphics, but you could memorise a favourite page number and get there swiftly. Also ending is the practice of broadcasting "Pages from Ceefax" during the night, a rolling selection of pages transmitted in vision accompanied by music. The digital platforms have a text service of sorts, but it's no match for Ceefax. Adieu Ceefax. Wohnort salutes you.

In Switzerland, all services except three on the Block 12C ensemble for the German-speaking region, SRG SSR D01, now broadcast only in DAB+. A 48 kbit/s half-sampling rate stream is shared by the former "original-flavour" DAB services CH-CLASSIC, CH-JAZZ and CH-POP with an announcement about the switch. The services that continue to be available also in "original-flavour" DAB are DRS 1, DRS 4 NEWS and DRS MUSIKWELLE. The instance of DRS 4 NEWS+ transmitted on the Block 7D ensemble SMC D02 has ceased.

It is reported in Germany that Radio Bremen is to begin broadcasting in DAB+, possibly as early as February next year. The news, yet to be confirmed officially, is significant because Radio Bremen, Germany's smallest regional public-service broadcaster, is the only one not already broadcasting in any kind of DAB, and because it would be happening despite severe financial pressures at the station.

In Switzerland, all services except two on the Block 12A ensemble for the French-speaking region, SRG SSR F01, have switched to using DAB+. The change involves six services switching mode and the original-flavour version of CH-Classique ceasing following a period of being broadcast in both formats. The ensemble SRG SSR D01 for the German-speaking region will switch similarly on Wednesday 17th and the ensemble for the Italian-speaking region SRG SSR I01 will follow suit next week.

The South China Morning Post reports that the seven DAB+ services produced in Hong Kong by the Digital Broadcasting Corporation have stopped broadcasting. The company had been looking for new investment. There have been comments locally that their programmes, critical of the mainland government, may not have helped their financial situation. Other services on the Block 11C ensemble DAB+ by DBC are understood still to be on the air.

The Danish government has announced details of its future media priorities, including decisions about radio broadcasting. If more than 50% of radio listening is digital by mid-2018, then the government will consider shutting down FM by the end of 2019. It is possible that local non-commercial broadcasters may get exemption. Also under consideration is a possible swop of the roles of the DR DAB1 and DR DAB2 ensembles and a switch to DAB+ in 2013. Taken together, depending upon the outcome of a technical study, these changes would permit the public-service broadcaster DR to transmit all of its services, including regional offerings, on a single regionalised layer of coverage using Blocks 11C and 13B. The operation of the nationwide ensemble on Block 12C that would then be used by the commercial broadcasters may be offered to the private-sector.

In Belgium, Bel RTL has announced that it and Radio Contact are broadcasting test transmissions using DAB+ from October 1st to November 19th on the Block 12B ensemble serving the French-speaking community.

The regulator in France, the CSA, has published a list of the radio services selected to broadcast on ensembles for Paris, Marseilles and Nice - 68 in Paris, 54 in Marseille and 54 in Nice, and all without the participation of Radio France or the large commercial groups. The CSA expects to deliver the formal authorisations before the end of the year.

A new service has popped up on the L-band ensemble in the Czech Republic, TELEKO DAB. CRo 1+ is broadcasting in DAB+ at 64 kbit/s. The bitrate of the "original-flavour" DAB service CRo WAVE has been reduced to 128 kbit/s in Joint Stereo, and the bitrate of the DAB+ service RTL 102.5+ has been reduced to 64 kbit/s.

The media regulator in Sweden has received applications for 26 licences for commercial radio services to be broadcast on national and regional ensembles. All of the major commercial radio groups applied for capacity - MTG radio, SBS Radio and NRJ. A financial and technical review of the applications will now take place, and the 8-year licences to be decided will commence on January 1st 2013.

WorldDMB reports that Global Radio has reached agreement with Bauer Media for "the carriage of all their stations on their local multiplexes for the next 12 years". Bauer operates the ensembles Humberside, Lancashire, Leeds, Liverpool, Sheffield, Teesside and Tyne & Wear. According to the same report, Ofcom has "confirmed" that the spectrum to be vacated by regional multiplex operator MXR will be used in the planning of the buildout of local DAB coverage.

In Germany, new coverage maps for Bayern show the transmitter site Pfänder being brought into service for the Block 11D and 12D ensembles during the 4th quarter of 2012. On Block 12D, Pfänder will replace Kinberg. The Pfänder is in Austrian territory and should lead to fortuitous overspill in the west of Austrian land Vorarlberg, particularly Bregenz, and in the north-east corner of Switzerland. On the Block 11D ensemble operated by the public-service broadcaster Bayerischer Rundfunk, additional transmitters are planned for the 4th quarter at Ochsenkopf, Grünten, Kreuzberg, Büttelberg and Bamberg.

The Swedish public service committee has delivered its report on the future regulation of broadcasting in Sweden to the Minister of Culture. About 40 of its 400 pages are devoted to digital radio. Among the committee's proposals:-

• Sveriges Radio (SR) should be a driving force in digital radio with the long term goal of closing the FM networks
• SR should expand thier digital coverage to reach 95% before 2019
• SR should provide high quality content on digitalradio
• SR should recive extra funding for digital radio
• SR should be allocated capacity of one ensemble.
• SR should migrate from the national SFN frequency (GE06 layer 1) to the regionalised network (GE06 layer 2)

The French regulator, the CSA, has authorised the experimental DAB+/DMB-R transmissions in Nantes and Lyon to continue until December 31st 2012. The regulator has also authorised a temporary service on the Block 11B ensemble in Lyon. Radio Lumière, broadcast by the Institut Lumière pour le cinéma et l'audiovisuel, is licensed to broadcast until October 31st 2012..

In Germany, the NDR ensemble for Niedersachsen has popped up on Block 11B from Braunschweig Drachenberg. The broadcaster's coverage maps have been updated to show the additional coverage. Four frequencies are now being used to cover Niedersachsen, which will permit regional variations to be broadcast: Block 6A from Visselhövede, 6D from Hannover/Telemax, 11B from Braunschweig/Drachenberg and Block 12A from Steinkimmen.

The French Ministry of Culture and Communication has announced that it will not reserve capacity on the ensembles currently being advertised in Paris, Marseille and Nice for the public service broadcasters Radio France and Radio France International, but does not exclude their future engagement in digital radio. According to the announcement, the government is seeking to relieve the broadcasters of the additional costs of parallel transmission (FM and DAB). The decision means the entire capacity being advertised should be available to the applicants. The government is concerned that while in Paris it is possible to receive 50 or so radio stations on FM, for one third of the French population, the choice is only around 10. The government hopes that digital radio will allow this imbalance to be corrected.

The French Ministry of Culture and Communication has announced that it will shortly authorise the transmission standard DAB+. The government envisages that this will co-exist alongside the standard already authorised, T-DMB (DMB-R). The announcement reveals that the government still considers digital radio to be a matter for experimentation, in that its decision "will enrich the period of experimentation in offering two technical paths for digital radio with their particular costs and modes of operation". For the time being at least, a basic DAB+ radio will not suffice in France in order to receive all the services available. A device also supporting DMB-R will continue to be necessary.

In France, all DAB/DAB+/DMB-R transmissions have ceased in Paris and Marseille while the regulator, the CSA, considers the responses to the advertisement of capacity that took place in June. 178 applications were received, 3 more than for the previous advertisement. This increase was despite the fact that certain large commercial broadcasters withdrew their applications at the last minute. The CSA expects to reach a decision and award licences before the end of the year, ready for a start of broadcasting in the first quarter of 2013.

In Denmark, a trial of the new transmission standard DVB-T2 Lite is taking place in Copenhagen. One of the proposed uses of the standard is for digital radio but currently the transmission is reported to be carrying just a TV channel. The trial is taking place on Block 9D.

Frick Frickberg will extend and improve reception of the second-layer ensemble SMC_D02 in an area including Frick, Stein Säckingen, Laufenburg, Bözen and Herznach. The new transmitter will be considered to be under test until entering official service on October 1st.

The BBC has switched off the programme feeds to the mediumwave transmitters of four local radio stations in England. The switch-off is a 5-week trial to gauge listener reaction and is a likely prelude to long-term reductions in medium and longwave transmission, announced in the BBC's cost-saving strategy "Delivering Quality First". The local radio stations affected by the trial are BBC Radio Kent (774kHz and 1602kHz), BBC Radio Lincolnshire (1368kHz), BBC Radio Merseyside (1485kHz) and BBC Radio Nottingham (1584kHz). References to the AM frequencies have been removed from the web pages of three of the stations, with only BBC Radio Merseyside still listing its 1485 kHz AM frequency alongside DAB and FM.

A call for expressions of interest initiated by the regulator KommAustria in June narrowly failed to reach the required level of 12 qualified applicants. The public-service broadcaster in Switzerland, SRG/SSR, has announced that the next phase of the conversion from DAB to DAB+ will take place in October. From October 15th, all services on the Block 12A ensemble in the French-speaking region, apart from La 1ère and Option Musique, will be available only in DAB+. From October 17th, all services on the Block 12C ensemble in the German-speaking region, apart from DRS 1, DRS Musikwelle and DRS 4 News will be broadcast only in DAB+. On October 22nd, all services on the Block 12A ensemble in the Italian-speaking region, apart from Rete Uno, Rete Due and Rete Tre, will switch to using only DAB+. The announcements, in French, German and Italian, do not specifically mention Graubünden, where an ensemble operates on Block 12D, but a German-language announcement on the Romansch version of the SRG/SSR website contains a German-language announcement that only DRS 1, DRS Musikwelle and DRS 4 News will be available in "original-flavour" DAB from October 17th.

The operator of the national German ensemble, Media Broadcast, has brought a new Block 5C transmitter into service at Freiburg. As a result of recent additions to the transmitter network in Baden-Württemberg, coverage is now virtually continuous up the Rhine valley as far as Switzerland and reception has already been reported in parts of Basel. Fortuitous overspill means German DAB+ transmissions can also be received in neighbouring parts of France, including Strasbourg.

The UK Government, the BBC and commercial radio operators have signed a Memorandum of Understanding that forsees £21 million new investment in radio infrastructure. Under the agreement, local DAB coverage will be built out to match the FM equivalent over a period of five years. The Memorandum also commits the Government to a decision on radio switchover in 2013. According to the Communications Minister, the UK regulator Ofcom will form a joint planning group to produce the technical and implementation plans for radio switchover. According to one of the multiplex operators involved, Muxco, five new local ensembles should launch within 18 months, at Gloucestershire, Hereford and Worcester and North East Wales and West Cheshire (Muxco) and in Northamptonshire and Oxfordshire (Arqiva).

In the UK, Global Radio has acquired GMG Radio from Guardian Media Group plc. GMG Radio operates Real Radio, made up of five regional stations based in Scotland, the North East, Yorkshire, the North West and Wales, and Smooth Radio, which operates both nationally via DAB and through six FM stations operating in London, Glasgow, the North West, North East, the West and East Midlands. The takeover also means that MXR will be 88% owned by Global and 12% by Arqiva. The acquisition is subject to regulatory review, a likely consequence of which would be changes in areas such as Nottingham, where one group would control more than the permitted number of services.

The French regulator, the CSA, has announced that it received 178 applications for capacity on the multiplexes in Paris, Marseille and Nice. This is an increase of 3 over the number that responded to a similar offer of capacity in 2008 and is in spite of the decision by four large broadcasters to withdraw their applications at the last minute.

The Dutch transmission provider KPN has been awarded the contract to build and operate the DAB(+) transmitter network for the public-service broadcaster NPO. The network will be rolled out in three phases, with the first phase replacing the existing network by December 2012. In the second phase, up to 14 additional sites will be added to achieve national coverage. In the third phase up to 24 extra sites will be added to achieve indoor coverage. The new contract runs until September 1st 2023. A switch from the current "original-flavour" DAB to DAB+ is likely during the life of the contract.

Four commercial broadcasters in France are reported to have withdrawn their applications for capacity on multiplexes in Paris, Nice and Marseille. According to reports, Lagardère, NextRadio TV, NRJ and RTL announced, in a joint statement through the Bureau de la Radio of which they are members, their intention to concentrate on radio over IP. A group of independent radio broadcasters, meanwhile, has announced that its members intend to apply for the capacity for 12 services that has been vacated by the Bureau de la Radio broadcasters and accuse them of seeking to prevent the modernisation of radio and any increase in the choice of services available to listeners. [Wohnort adds: If the independents follow through with their stated aim of taking up the relinquished capacity, the decision by the larger broadcasters could actually have the effect of broadening choice and thus making the DAB/DAB+/DMB-R platform more attractive to listeners, while simultaneously denying themselves access to it.]

The Swedish regulator has advertised capacity on two nationwide layers of DAB coverage. Each layer will consist of 34 SFNs, and the regulator is inviting applications from national broadcasters, whose services would operate in all 34 areas, from regional broadcasters who would operate in a number of areas, and from local operators, who would operate only in their area.

The operator of Hong Kong's Block 11C ensemble, DBC, has brought a new transmitter into service at Castle Peak, extending and improving coverage in the western parts of the territory, including the north of Lantau Island to the south, including Tung Chung, and Yuen Long to the north. The geography of the area makes it likely that the new site also puts a signal into Dachandao, Mawan and Chiwan in mainland China.

The Austrian regulator has authorised test transmissions on Block 6A from the Pfänder, a site that would cover the three-country border area Austria/Germany/Switzerland. The licence is valid for 12 months, beginning from October 1st 2012.

In Germany, the regional media regulators have given "a green light" to a second national multiplex. In an interview with the magazine Meinungsbarometer, Dr. Gerd Bauer of the Direktorenkonferenz der Landesmedienanstalten (DLM) says that he believes an on-air date of the beginning of 2013 to be possible. The spectrum regulator, the BNetzA, must first allocate frequencies, but Dr Bauer believes that a second multiplex could be constructed using three frequencies to cover the entire country.

The Austrian reglator is to conduct a survey next month of broadcasters to establish the level of interest in broadcasting in DAB+. At present there are no multiplexes operating in the country. Should the survey reveal sufficient interest for a national multiplex, KommAustria will begin the formal process of advertising capacity.

Switzerland has already announced that no further FM frequencies will be licensed. Now, the regulator BAKOM is reported to be studying scenarios under which radio broadcasting could transfer entirely from FM to DAB+ in 2019. That is the date when the existing local and regional FM licences would otherwise have to be renewed.

The transmission provider Arqiva has announced it has been awarded a contract to design and build DVB-T and DAB multiplexes for Gibraltar. The DAB ensembles will operate on Blocks 12B and 12C and the new TV and radio networks are expected to be on-air by the end of the year, allowing Gibraltar to switch off analogue television by that time. There are currently no plans to switch off FM radio in Gibraltar.

The media regulator in Nordrhein-Westfalen, the LfM, has advertised DAB+ capacity for private broadcasters on the regional ensemble once it has migrated to Block 11D. While other parts of Germany have switched to DAB+ and are operating a regular public service, Nordrhein-Westfalen is stuck in test mode and is advertising the capacity as a pilot to investigate the "conditions and possibilities along with the acceptance and effects of the introduction of DAB+". One third of the capacity on the ensemble is being advertised, with 54 CU per service provider. The pilot, on a mux to be shared with the public-service broadcaster, WDR, is to last until July 31st 2014 after which time, the LfM intends to allocate an ensemble for private broadcasters. Closing date is June 25th 2012.

Muxco has announced that the local DAB ensemble for Wrexham, Chester and Liverpool will launch in November 2012. Muxco has signed a 12-year contract with VDL, who will provide transmission services. This is VDL's second signing in the UK following Switch London earlier this year. The ensemble will operate on Block 10D from Moel-y-Parc, Wrexham Rhos and St.John’s Beacon and will broadcast BBC Radio Wales, BBC Radio Cymru, 107.6 Juice FM, Nation Radio, Real Radio and Dee 106.3.

The Canadian media regulator, the CRTC, has renewed the licences of a clutch of DAB services, despite the fact that none of them are broadcasting. In fact, so far as Wohnort is aware, there is no longer any DAB at all in Canada. The CRTC has announced that it does not intend to renew the licences a further time when the latest extensions expire on August 31st 2012. The CRTC states that it will use this grace period to contact the licencees to ask them if there are any grounds for considering further renewals of these non-existant services. In effect, this appears to be one "last and final call" for broadcasters to use L-band spectrum, a resource for which Industry Canada is sure to be able to find takers.

Off-Topic: Analogue television transmissions have ceased from Crystal Palace, the main transmitter site for London and arguably the most important in the country. The site began transmitting analogue television in 1956, when it took over from Alexandra Palace. It continues to be the main television site for London, but from today in digital form only. The areas of the UK still served by analogue television are the eastern half of the Meridian region (south east England), which will switch in May/June; Tyne Tees in north east England (September) and Northern Ireland (October). If all goes according to plan, the final UK analogue TV transmission should be on October 24th 2012.

The public-service broadcaster in Nordrhein-Westfalen, WDR, has announced that its plans for a national sport radio service, ARD Sportradio, have been abandoned. It had been planned to use the new service to carry the UEFA Euro 2012 games and would have been offered to the other regional public-service broadcasters for transmission on DAB+ ensembles around the country. The latest move follows criticism of the plans from the VPRT, a grouping of some of Germany's commercial broadcasters. "Business as Usual" in Deutschland.

The French government has launched a consultation on the proposed adoption of DAB+ as one of the official technical standards for digital radio in France. The move is in response to a request from the regulator, the CSA, for DAB+ to be adopted alongside DMB-A (aka DMB-Radio or DMB-R). This would permit the broadcaster to choose the standard most suited to their requirements. Using DAB+ also permits more services to be transmitted on an ensemble and thus reduces the cost per service. The consultation closes May 20th 2012.

In Norway, the right to construct and operate until 2031 a network using the country's second-layer national frequency is to be determined by an online auction. The network will operate on Block 11A throughout the country, with the exception of East Finnmark, where Block 12A will be used. The auction is intended to be service and technology neutral, although the transmissions should be compliant with GE06 and the Media Authority has specified that the majority of the multiplex should be used for broadcasting. The auction will open on April 25th at 12:00 and end at 14:00 on April 26th. Only pre-registered bidders may participate. The highest bidder will win, and must pay the amount bid in its entirety.

The Swiss regulator, BAKOM, has issued the licence to operate the third, regional layer of DAB+ coverage in German-speaking Switzerland to SwissMediaCast (SMC). Seven regional ensembles will be brought into service to cover, Basel, Bern-Freiburg-Solothurn, Wallis, Zentralschweiz, Graubünden, Ostschweiz and Zürich-Aargau-Glarus-Schaffhausen. According to the announcement, work is expected to begin in November 2012, with a projected on-air date for the first ensemble (Zürich-Aargau-Glarus-Schaffhausen) not now expected until March 2013. Under the terms of the licence award, SMC is expected to bring two further ensembles into service each year, with the third-layer coverage to be complete by June 2016.

The Swiss newspaper Tribune de Genève reports that the English-language service World Radio Switzerland, produced by public-service broadcaster SRG/SSR, is threatened with either closure or privatisation. The service, intended for reception within Switzerland, is broadcast on FM in Geneva and on DAB throughout the country. In a Statement, SRG/SSR says "The Swiss Broadcasting Corporation is currently reviewing all of its radio and television stations [...] Several possible scenarios are being considered and no decision has been made as to the future of WRS.”

The new sites should join together some of the "island" patches of coverage, linking the large conurbations and Autobahn routes. In the Netherlands, the additional transmission of the radio service 3FM that is broadcast on the ensemble MTVNL, is reported to have begun using DAB+, running at 32 kbit/s. This is reported to be the first use of DAB+ in the Netherlands. The service continues to be broadcast in "original-flavour" DAB on the Block 12C ensemble Publieke Omroep.

The French business website Les Echos reports some movement on digital radio in France. The regulator, the CSA, expects that stations in Paris, Marseille and Nice, who were selected to broadcast on digital radio in spring 2009, should finally receive authorisation to begin broadcasting later this year. The CSA also aims to advertise, this year if possible, capacity in twenty cities. Les Echos reports that these developments come despite the opposition of the largest commercial radio groups (RTL, Europe 1, NRJ and NextradioTV), but have the support of the public-service broadcaster Radio France and the Sirti, whose members include independent commercial and community radio stations. The regulator also hopes that the standard DAB+ will be adopted by then, undermining one of the principal arguments of the largest broadcasters, the cost of using France's official standard, DMB-R.

The Swiss regulator BAKOM has invited expressions of interest in capacity on a future third, regionalised layer of ensembles that together would cover the German-speaking region of the country. The regulator has released eight Band III allotments for the purpose of providing a platform to broadcasters not seeking to cover the entire German-speaking territory. It expected that the ensembles would operate as mixed public/private multiplexes with the public-service broadcaster using capacity to broadcast regional versions of its radio news. Further progress would depend on the level of interest. Closing date is the end of February 2012.

The regulator in Sachsen has awarded 60 CUs capacity on the "old" Block 12A ensemble to the service ERF Plus. The new nationwide DAB+ ensemble, on which ERF Plus is broadcast, currently has limited coverage in Sachsen, particularly in such cities as Chemnitz, and it is to fill those gaps in coverage that ERF Plus has sought the additional capacity on the "old" regional network.

The French regulator, the CSA, has advertised a national network of L-band frequencies. The CSA stipulates that if the network is to be used for a purely terrestrial service, then T-DMB should be used. However, where an applicant proposes a hybrid satellite/terrestrial service, then SDR or DVB-SH may be used in Band L, with DVB-SH being used in Band S. The CSA has published a map of the L-band allotments, which together cover the entire territory of mainland France and Corsica. Closing date for applications is February 27th 2012.

The UK regulator Ofcom published an interim statement just before Christmas, summarising responses to its consultation on DAB coverage planning and updating on the further work being done. Some of that work was due to have been completed by the year end. The report reveals that the Consumer Expert Group, comprising such consumer representatives as RNIB, British Wireless for the Blind Fund, the Voice of the Listener and Viewer and Citizens’ Advice has agreed to extend its role to consider the Digital Radio Switchover through a revision to its Terms of Reference. The report states that "DAB+ has been mandated in receivers". It does so in the context of an assertion by the Consumer Expert Group that the consultation should contain "some statement regarding the assumptions currently being made about DAB+ services from a technical perspective and the expected impact on coverage." The document does not state when DAB+ was mandated, nor by whom, but also does not contradict or qualify the CEG's assertion. But the interim statement goes on to say that "the coverage planning we are currently undertaking would be equally applicable for DAB+ services." The statement reports that merging some multiplexes and frequency changes in addition to those already proposed in its consultation have been discussed with operators. However no operator (Ofcom states) has yet applied to merge any multiplex areas. Ofcom intends to make a final report to Government on DAB coverage planning in the first quarter of 2012.

On the local ensemble Cambridge, the Service Affinity Cambs has ceased.

The intermittent Toronto ensemble CHANNEL 4 has not been seen since the end of November and may have ceased permanently. The L-band transmissions were believed to be Canada's last remaining DAB ensemble.

The Peterborough Evening Telegraph reports that that a new Service, Black Cat Radio, is to begin broadcasting on Peterborough from January 2nd. According to the new station's website, the service is already broadcasting.
