The latest release of Geniatech's eyeTV 3 software reduces the minimum system requirement necessary for H.265 (HEVC) on the new eyeTV T2 and eyeTV Hybrid USB sticks. eyeTV 3.6.9 HEVC (Version 7512) now requires Intel Core i5 running at at least 2.5 Ghz and a minimum of 4GB available RAM, compared with 3.5 GHz and 8Gb RAM in the previous build (7511). Both sticks are now available on both the UK and German versions of Amazon and both sticks would already receive the UK version of DVB-T2 under the previous release. HD in the UK uses the video codec H.264. In Germany, H.265 (HEVC) will be used, for which the stick has been, in the words of the manufacturer, "prepared". Wohnort notes that this latest release brings HEVC reception within the capability of the roving Wohnort MacBook Pro and stick.

Own-brand DAB+ radios
In the UK, the last remaining bastion of died-in-the-wool, "original-flavour"-only DAB receivers is the range of own-brand radios sold by the major supermarket chains. Which brand will be last to switch? With the new UK digital radio tick mark now specifying DAB+ capability (among other welcome things) to qualify, it can't be long now. With DAB+ services already on air across the UK, and more certain to follow, Wohnort recommends that the own-brand ranges be avoided until they include DAB+.

In Italy, the regulator has agreed the frequencies to be used in the next regions to be rolled out. The announcement confirms that Blocks 12A, 12B and 12C will be used by the national ensembles in those regions. In Valle d’Aosta, Block 12D is allocated to a future regional ensemble. Torino & Cuneo is allocated Blocks 10A, 10B, 10C, 10D and Block 12D. Similarly, Umbria is allocated Blocks 10A, 10B, 10C, 10D and Block 12D.

Three new transmitters were brought into service recently by Digital One, the UK's national commercial ensemble. Saddleworth and Sunderland Hendon, on Block 11D, covering the north east of Manchester and the south of Sunderland respectively. Redmoss on Block 12A improves coverage to the south of Aberdeen.

The UK regulator is to develop plans for the implementation and licensing of Minimuxes (small-scale DAB). A low-power trial was run in Brighton during the Autumn of 2012 that demonstrated the feasibility of using software-defined solutions for coding and multiplexing. Ofcom is currently consulting on its plans and intends to invite applications for further trials in Spring 2015, with transmissions beginning in the Summer. Ofcom will report to government in mid-2016 at the conclusion of the trials and make recommendations on a licensing framework.

In Germany, the Bayerischer Rundfunk (BR) has brought four new transmitters into service on Block 11D. Alzenau, Amberg, Deggendorf and Hohenpeißenberg extend and improve coverage of BR Bayern in various parts of Bavaria. Twelve further sites are planned for 2015. On January 28th, the last remaining services the BR broadcasts in "original-flavour" DAB will switch to DAB+. This will enable a rearrangement of the capacity the BR uses across its own ensemble and the Block 12D ensemble Bayern. A new service, BR Heimat, will be launched on February 2nd.

There now remains only one local ensemble still to launch from the batch that were awarded between June 2007 and July 2008. The Emergency Warning Functionality built into DAB has been tested successfully in Bavaria as part of an exercise by the authorities to simulate emergency scenarios. An alarm signal from the command centre is injected into the digital radio signal and receivers switch to the emergency message. Receivers that happen to be in standby mode should awaken and switch automatically to the emergency message.

In Austria, the public-service broadcaster ORF has announced its intention to participate in DAB+ trials in Vienna in 2015, including exclusive new content. A service aimed at the 14-24 age group will broadcast alongside existing services Ö3 and FM4. For the additional service to continue on a permanent basis, a legal mandate would first be required. Austria is one of the last bastions of analogue-only radio broadcasting in Western Europe, while neighbouring Switzerland is already planning FM switch-off.

In Germany, the media regulator in Baden-Württemberg has awarded capacity on the Block 11B ensemble to Radio Paradiso. With this latest award, all of the available capacity for commercial radio is now allocated.

In Germany, new transmitters are to be brought into service on Block 5C on December 11th. Oschatz and Sieglitzberg will transmit DR Deutschland with 10 kW ERP, while Jena will operate at 5 kW ERP. Further transmitters at Brocken and Wittenberg are scheduled to follow on January 31st 2015.

In Germany, regional versions of the service SWR4 have popped up on the two ensembles in Baden-Württemberg. On Block 8D in the south, versions for Freiburg, Friedrichshafen, Tübingen and Ulm are now available. On Block 9D in the north, versions for Heilbronn, Karlsruhe, Mannheim and Ulm are transmitted. The Ulm variant is thus on both ensembles. All of the variants are reported to be broadcasting at 120 kbit/s in DAB+.

In Germany, a test ensemble is reported to have popped up on Block 12A in Kaiserslautern. Operated by the University of Applied Science (FH) of Kaiserslautern, Radio EIT is reported to be broadcasting two services, one in DAB+ and the other in "original-flavour" DAB.

On NE Wales W Chesh, the service Nation Radio will switch on December 12th from being a parallel broadcast of the 107.3 MHz FM programme to transmitting the 106.8 MHz service. The new ensemble for North West Wales launches on the same day and will broadcast the 107.3 MHz programme. Hence, the change is intended to increase listening choice on DAB in North Wales.

In Germany, transmissions on longwave by the public-service broadcaster Deutschlandradio will end on December 31st 2014. Deutschlandfunk currently broadcasts on 153 kHz and 207 kHz and Deutschlandradio Kultur broadcasts on 177 kHz. The savings will be invested in further expansions of DAB+ coverage. The broadcaster's mediumwave transmissions are scheduled to end on December 31st 2015.

Three BBC local radio stations in England have begun transmitting a looped announcement on medium wave in place of their usual programes. BBC Radio Lancashire (Oxcliffe 1557 kHz only), BBC Surrey and BBC Sussex will broadcast the loop until December 1st, when the transmitters will be switched off until December 5th. The BBC is conducting a trial (of impact to coverage and of listener reaction) with a view to making savings by switching off AM permanently. Three other stations, BBC Radio Humberside, BBC Radio Wiltshire and BBC Radio Devon (Torbay 1485 kHz only) will begin a similar trial beginning with a looped announcement from November 24th and the transmitters switched off from December 8th to 12th.

In Germany, the regulator in Hamburg and Schlewig-Holstein has awarded the entire capacity of an ensemble to Media Broadcast GmbH. The frequency on which the new ensemble will operate is not specified in the announcement. Media Broadcast will operate the multiplex for ten years, and a number of services have been awarded ten-year licences to broadcast in DAB+ by the regulator:-

The UK regulator Ofcom proposes to licence up to three pilot small-scale DAB ensembles to further test the development of low-cost transmission methods following on from the Brighton tests in 2013. Ofcom has opened up the subject to a public consultation. The trials are expected to use Block 11A, already cleared for the second national commercial multiplex, prior to the national multiplex being launched. Each transmitter should use an ERP of no more than 100w and it will be for applicants to specify the areas they intend to serve, which should be no more than 40% of the area served by any existing local ensemble for that area. Services on the multiplex will be required to broadcast in "original-flavour" DAB, not DAB+. The pilot ensembles are expected to broadcast for nine months, beginning "Spring/Summer of 2015", and within 12 weeks of a licence award. The closing date for the consultation is December 10th. Ofcom proposes to publish a statement "in early 2015."

The public-service broadcaster in Bavaria has announced that five new transmitters will be brought into service on October 30th. Burgsinn, Passau, Pfaffenhofen a. d. Ilm, Untersberg and Jenner (Berchtesgadener Land) are calculated to bring outdoor coverage of the Block 11D ensemble BR Bayern to 92.9% of the population and indoor coverage to 72.3%.

The licence conditions stipulate that coverage should reach 35% of the population by July 1st 2016, 50% by July 1st 2017 and 70% by July 1st 2018. The regulator also awarded four regional licences.

The regulator in Hong Kong, the Communications Authority, has extended the deadline by which broadcasters should have an EPG on the territory's ensemble to March 21st 2018. The original deadline was September 21st 2012, but this was extended to September 21st 2014. The deadline applies to Digital Broadcasting Corporation Hong Kong Limited, Metro Broadcast Corporation Limited and Phoenix U Radio. In the meantime, the broadcasters have proposed that the unused capacity be used by existing audio services and ancillary visual services. A reconfiguration exercise was tentatively planned to take place in November 2014.

On July 24th, the regulator, the CSA proudly reported the launch in three important conurbations - Paris, Marseille and Nice. The operator of the forthcoming local ensemble for Somerset, MuxCo, has proposed a change of frequency from the current assigned frequency Block 10D to Block 10B. Ofcom has launched a public consultation on the proposed change but is minded to approve the request, given that the change is in line with proposed revisions to the local DAB frequency plan, and that it is likely to reduce the levels of interference between local DAB multiplexes on the same frequencies and thus improve local DAB coverage overall. MuxCo proposes to launch, subject to approval, in September from Mendip, Taunton and Hutton.

The UK digital radio industry is conducting trials of Service Following on a number of important routes. Service Following is part of the minimum specification for vehicle manufacturers and vehicle aftermarket receivers. The trial involves the ensembles London 1, London 2, Berks & N Hants, Bristol, HBB & Northants, Swindon and West Wiltshire. Various scenarios are being tested.
  • On the M1, the ensemble HBB & Northants is effectively an MFN, broadcast on Block 10D in the Herts, Beds & Bucks area and Block 10C in Northamptonshire. The two ensembles are co-timed and synchronised. According to whether the receiver is a single tuner device or dual tuner, Service Following allows seamless switching between the frequencies to take place.
  • Along the M4, the service XFM is available from four different ensembles. The programme audio is identical and on each ensemble the service has the same SId. On each ensemble under test, the EIds and frequencies of alternative ensembles carrying XFM is transmitted. A receiver can determine when the signal falls before a set threshold and use this data to retune to the same service on an alternative ensemble.
  • Along the M4, the service Heart is available from five ensembles. At certain times of the day, regional variations are broadcast. Along this route, six regional versions are available and each has its own SId. When the regional versions are broadcasting the same programme audio, a receiver can retune automatically to the best available alternative as it passes through the different coverage areas. For situations when regional variations are being broadcast, service linking information is broadcast on each ensemble so that the behaviour of the receiver and the preferred choice of the alternative signal is under the control of the broadcaster rather than taking place automatically.
  • The FM and DAB versions of BBC London sometimes broadcast different audio. Service Following can be used to guide the behaviour of a receiver when passing through the Dartford Tunnel and using either the FM or DAB signal as an alternative to the other.
  • Along the M4, the service Heart can be received on FM from various transmitters. At certain times of the day, regional variations are broadcast and during this time the FM PI codes change from the national value to regional PI codes. Service Following guides the behaviour of a receiver in switching between FM and DAB signals according to whether the national programme is being broadcast, or regional variations.
The Service Following trial is scheduled to run until December 31st 2014.

Sissach on Block 7A extends coverage of the ensemble for Nordschweiz, SMC D03 N-CH into canton Baselland. Olten-Dulliken allows for contiguous coverage of the Nordschweiz and the Bern-Freiburg (SMC D03 BE-FR, Block 8B) ensembles around Olten-Oftringen including the important motorway junction Wiggertal. Solothurn improves coverage of the Bern-Freiburg ensemble along the A1 towards Bern and along the A5.

The UK regulator Ofcom has published the updates and amendments it intends to make to the Technical Code for digital radio in the light of its consultation earlier this year. DAB+ is now approved for use in the UK and up to 30% of the available capacity on the forthcoming second national commercial ensemble may be used for DAB+ services. This limit will be reviewed in 2018. Should operators of existing ensembles wish to use DAB+, any proposals will be considered by Ofcom on a case by case basis. Minimum bitrates for services are to be abolished, with Ofcom arguing that "there is no evidence to suggest dissatisfaction with the technical quality of platforms that are not subject to explicit technical quality standards requirements." Among other changes to be made, Ofcom will revise the approvals process for new transmitters. The revised Code will include requirements on DAB multiplexes that make use of traffic announcement/traffic programme (TA/TP) travel flags.

The UK regulator Ofcom has advertised the second national commercial DAB multiplex. The ensemble will operate on Block 11A and is intended to cover the whole of the UK, plus the Isle of Man and the Channel Islands, subject to international co-ordination. Block 11A is allocated (although not currently in use) for ensembles in Normandy and on the Belgian coast. This will impact upon the coverage achievable in East Anglia, in Kent and along the southern coast of the UK. There is currently no allotment for the Channel Islands. Up to 30% of the available capacity may be used for DAB+ services. Other coding standards may be used for podcasts, but not for services delivered in real time. The closing date for applications is October 30th 2014 and Ofcom expects to make a licence award in early 2015.

The UK multiplex operator MuxCo has announced that it has signed transmission contracts for the Somerset, North Yorkshire and North Wales local ensembles. The company's current estimate is of an on-air date of "towards the end of the Summer" for the Somerset ensemble and "towards the end of 2014" for North Yorkshire and North Wales. Lincolnshire is scheduled to launch in 2015. MuxCo has invited expressions of interest from prospective broadcasters interested in carriage on the forthcoming multplexes.

The BBC queries the need to limit the capacity used for DAB+ to 30% of the total, while Arqiva seeks clarification of whether this limit includes the 30% limit on data carriage or whether the DAB+ limit is in addition to the data. Global Radio argues that preference should not be given to D2 applicants proposing to carry more DAB+ services than other applicants.

It is being reported in the French media that the broadcaster NRJ has appealed to the Council of State to annul the decisions of the CSA in 2013 authorising digital radio to be launched on June 20th 2014. According to the reports, the Council of State has on Monday of this week sought further information from NRJ, giving the broadcaster one month to respond, meaning that the deadline is after the official launch date. If there is no intervention in the meantime, if the Council of State were then to agree to annul the CSA decisions, that would mean cancelling the launch after it had already taken place.

Ofcom has published a consultation on proposed changes to its Digital Radio Technical Code and accompanying Guidance Notes.
The proposals would allow for the use of DAB+ on the future "D2" second national commercial multiplex, though this would not be mandatory. The use of DAB+ would initially be limited to 30% of the available capacity.
Ofcom believes competition between services and with other media provides effective self-regulation in matters of sound quality and therefore proposes to remove the minimum bitrate requirement. According to the consultation document, "there is no evidence to suggest dissatisfaction from consumers with the technical quality of content from platforms that are not subject to explicit technical quality standards requirements". Ofcom extrapolates this to mean that there is no need for minimum standards on DAB either.
Ofcom proposes that all DAB/DAB+ broadcasts should use UEP3 or EEP3 as appropriate. Broadcasters may use greater error protection if they wish, but any subsequent reduction in error protection may be subject to consultation. Under Ofcom's proposals, broadcasters would not be permitted to reduce error protection to UEP 4 or 5, but doesn't mention whether services already using those protection levels would be permitted to continue doing so.
Ofcom proposes to dissolve the Memorandum of Understanding that was agreed with broadcasters relating to the introduction of new transmitters. The MoU was designed to ensure that new transmissions did not cause interference to neighbouring ensembles using the same frequency, nor punch unacceptable holes in the coverage of other ensembles in the same area. As the roll-out of DAB continues, more sites will be required and Ofcom proposes a more streamlined approach to the approvals process, details of which are included in an Annex.
Ofcom proposes to advertise the second national commercial multiplex in the second quarter of 2014.

In Germany, a new 174m transmitter mast is to be built on the Hühnerberg in Bavaria. The existing mast dates from 1965, is not capable of supporting additional antennas for digital radio and will be demolished tomorrow. Construction of the replacement mast is expected to be completed in September. In the meantime, UKW/FM and TV transmissions will continue from a temporary antenna mounted on a crane. Denmark's switch from DAB to DAB+, expected in December, is to be postponed. The existing ensembles will continue in "original-flavour" DAB until after a study of market penetration of DAB+ receivers in late 2015. The ensembles DR DAB1 and DR DAB2 had been expected to swap frequencies at the same time and will also be postponed. Instead of being advertised to commercial broadcasters, vacant capacity on DR DAB2 will be used from early 2015 by DR P4 in DAB+. A third, regional layer is to be advertised to commercial broadcasters and will use DAB+. The successful broadcasters will decide whether they operate the mux themselves or appoint a multiplex operator.

The cost of works to the tower, closed since March 2013 for fire safety reasons, is to be shared between the city and the broadcaster and are expected to allow the tower to reopen to the public in mid-2015.

The Austrian newspaper "Der Standard" reports that the long-awaited DAB+ tests in Vienna may be postponed yet again. According to the report, the public-service broadcaster ORF has suggested that the trial, most recently scheduled for the summer, may now begin in September, to coincide with the 90th anniversary of the start of radio broadcasting in the country.
