Own-brand DAB+ radios
In the UK, the last remaining bastion of died-in-the-wool, "original-flavour"-only DAB receivers is the range of own-brand radios sold by the major supermarket chains. Which brand will be last to switch? With the new UK digital radio tick mark now specifying DAB+ capability (among other welcome things) to qualify, it can't be long now. With DAB+ services already on air across the UK, and more certain to follow, Wohnort recommends that the own-brand ranges be avoided until they include DAB+.

The Landesmedienanstalt in Nordrhein-Westfalen has advertised 116 CU capacity on the Block 12D ensemble transmitted throughout the Land. Capacity has been advertised on four L-band ensembles to cover, respectively, Köln/Bonn, Düsseldorf, Essen and Dortmund/Bochum. The offer closes 12:00 on March 3rd, 2004.

In a move reminiscent of the programme of DTT power increases which is still ongoing in the UK, Digital One has announced that the power of some of its DAB transmitters has been increased and that more power increases are scheduled. Alsagers Bank, Bilsdale, Caldbeck, Emley Moor and Wenvoe, all on Block 11D, have had their powers boosted already. Daventry, Holme Moss, Mendip, Moel-y-Parc, Pontop Pike, Oxford, Sutton Coldfield, Turner's Hill, Waltham and Winter Hill will follow in the next 12 months, as will the Block 12A transmitters at Craigkelly and Kirk o'Shotts.

The Band III trials in Sydney were officially launched today. The ensemble is using Block 9A and is broadcast from the Willoughby Tower. The participating stations - 11 of Sydney's broadcasters, including the ABC and SBS - have formed a joint company, Digital Radio Broadcasting Australia Pty Ltd (DRBA), to own and operate the multiplex.

The DRM specification is to change in what will probably be the final revision before chips enter mass production. The upgrade is timed for 01:00 UTC on December 15th and is mainly related to the audio coding part of the standard. The new standard is not backwards-compatable. A transition period of about one week is envisaged while transmitters are upgraded. A new software release is already available for users of the DRM Software Radio. The Broadcast Australia ensemble has popped up on Block 9A in Melbourne. The trials are scheduled to last eighteen months. Content will be provided by the ABC, SBS, Sport 927, Triple R, World Audio and Digital One. These are Australia's first DAB broadcasts in Band III. L-band transmissions are already underway in Sydney and Commercial Radio's Band III trials in Sydney are due to begin this month. Two other frequencies are available for DAB in Melbourne, and the ABA has invited applications to run trials on either or both of these Blocks.

SRG-SSR, the public-service broadcaster, has announced plans to extend DAB in Switzerland. While slow, the extensions have at least been timetabled and include:-
- The ensemble for the Italian-speaking region (Ticino) will be launched 2005.
- The ensemble for Graubünden will be launched after 2008.
- The ensemble for the French-speaking region will be extended into Fribourg, Jura, Neuchatel and Bern 2006-2008 and in Valais after 2008.
- The ensemble for the German-speaking region will be extended to the remainder of Basel Land along the Rhine in 2006; into Central Switzerland (Luzern, Zug and Schwyz) in 2007; into Northeast Switzerland (Schaffhausen, Thurgau, St. Gallen, Glarus) in 2008 and into Wallis and the Berner Oberland after 2008.

The Canadian Radio-television and Telecommunications Commission has received applications from OK Radio Group Ltd. to run an ensemble in Victoria, British Columbia. Under OK's proposals, the ensemble would operate on Block L12 (1,472.000 MHz) with an ERP of 2kW. The ensemble would simulcast the existing analogue services CKKQ-FM and CJZN-FM. The Commission will consider the applications at a public meeting in Gatineau, Quebec on January 12th providing that the Department of Industry has advised that the proposal is technically acceptable.

The Canadian Radio-television and Telecommunications Commission has authorised an additional digital radio service in Toronto. CHKT (Fairchild Radio Group Ltd.) will broadcast on Block L2 from the CN Tower. Three other services have already been authorised to broadcast on this ensemble but transmissions have not yet begun. CHKT will be a simulcast of the existing analogue service apart from two hours each weekday evening from 22:00 to midnight when non-simulcast news and talk shows in Chinese languages will be broadcast. No on-air date has been announced, but the Commission expects the service to be operational within not more than 24 months.

The UK Radio Authority has awarded the dual franchise of Plymouth and Cornwall to South West Digital Radio Ltd., a joint venture between Now Digital (GWR Group) and UKRD Group Ltd. Two distinct ensembles will operate in the franchise area. In Plymouth, an ensemble will run on Block 12A (223.936 MHz), with capacity reserved for BBC Radio Devon. In Cornwall, Block 11B (218.640 MHz) will be used with capacity reserved for BBC Radio Cornwall. South West Digital Radio proposes to begin broadcasting by October 2004. Because two distinct ensembles will be broadcast, this site will list the two parts of the dual franchise separately. This is the final franchise to be awarded in this phase of digital radio development and the last digital franchise to be awarded by the Radio Authority. Responsibility for commercial broadcasting in the UK and the future development of commercial digital radio passes to the new regulatory body Ofcom at the end of the year.

The Australian Broadcasting Authority has authorised Broadcast Australia to conduct DAB test transmissions in Melbourne. The ensemble will use Block 9A and is authorised for eighteen months. The decision is controversial in Australia because Broadcast Australia is a transmission provider and the allocation of Spectrum to a "tower operator" has been strongly criticised by Commercial Radio Australia, a broadcaster. Commercial Radio has accused the ABA of "freezing out" the broadcasters from the Melbourne trials. Commercial Radio is currently preparing to conduct trials, also on Block 9A, in Sydney. The ABA for its part has published a policy for dealing with future competing bids. It also says it is prepared to consider future trials using any of the digital radio systems, DAB, DRM, IBOC or ISDB-T.

The Canadian Radio-television and Telecommunications Commission has authorised the Canadian Broadcasting Corporation to operate a Secondary Component as part of its service R-C Premiere on the Block L4 ensemble in Montréal, CBC Radio-Canada. Both Components will make use of the existing capacity. The Secondary Component will broadcast a loop of news, weather and traffic drawn from material already broadcast on the Primary. The CRTC's authorisation is on an experimental basis for a period of twelve months.

The Canadian Radio-television and Telecommunications Commission has granted Standard Radio Inc. an extension to the time limit to implement digital radio services in Montréal and Laval. This is the second time Standard Radio has requested an extension. The Commission originally granted permission in August 2001 for the services CJAD and CJFM-FM to be broadcast on Block L2. It was proposed that two transmission sites would be used, at Montréal (Place Ville-Marie) and at Laval.

Swedish broadcaster, Sveriges Radio, the association of private broadcasters, RU, and the transmission provider, Teracom, have presented a joint plan for the future development of DAB to the Swedish Parliament's Digital Radio Committee. The plan proposes two alternatives, under both of which national DAB coverage would be expanded to 88% of households by January 2005. Under the first alternative, Regional DAB would be re-launched and expanded to 75% of households. Under the second alternative, Regional DAB development would be slower and reach 75% of households by January 2008. 99% coverage, both national and regional, is targeted for 2020.

VT Merlin Communications has opened the UK's first high-power medium wave DRM transmitter. Operating on 1296 kHz at VT Merlin's site at Orfordness, the new transmitter will broadcast BBC World Service to north-western Europe. 70 kW of DRM power and 200 kW of AM power are combined in a beam directed towards the Netherlands.

Kenwood USA and iBiquity have announced the first domestic tuner equipped for reception of iBiquity's IBOC digital radio system. The first units of the KTC-HR100 tuners, already delivered, are destined for radio stations for in-house listening and promotional use. Retail availability is expected in January. iBiquity's proprietary IBOC system, trademarked "HD Radio", is designed for use in the existing AM and FM bands and is already being broadcast by several radio stations in the United States, the only country to adopt the system.

Two Australian companies have submitted rival applications to run DAB test transmissions in Melbourne. Broadcast Australia, a transmission provider, and Commercial Radio Australia, a broadcaster, seek Band III spectrum to conduct tests next year. Commercial Radio's CEO Joan Warner says her company objects to a transmission provider being awarded spectrum and then charging broadcasters for access. Broadcast Australia, which owns and operates transmission facilities across the country, says it wishes to evaluate any commercial or technical issues and opportunities that may afford BA's entrance into digital radio.

In Plymouth, an ensemble will operate on Block 12A (223.936 MHz). Capacity is reserved for BBC Radio Devon. In Cornwall, Block 11B (218.640 MHz) will be used, with capacity reserved for BBC Radio Cornwall. In Schleswig-Holstein, the Unabhängige Landesanstalt für Rundfunk und neue Medien (ULR) has received five applications to run audio services using free capacity on the Block 12D ensemble. Sony Europe has joined the commercial arms of both the World DAB Forum and DRM and is preparing to bring new products to market. The World DAB Forum and the DRM Consortium have agreed to collaborate on the future development of their systems. The two organisations, which have many members in common, announced their co-operation at a press conference at the Internationale Funkaustellung in Berlin. By working together, the two bodies intend to foster the conditions which will favour the introduction of a future generation of receivers which will be able to receive broadcasts using either system. DAB and DRM are complementary technologies. DAB was engineered for VHF and UHF using Band III and L-band. DRM is designed to be used in the existing broadcast bands up to 30 MHz. Test transmissions using DRM are already underway in the low-, medium- and high-frequency (long-, medium- and short-wave) bands.

The DAB network operator in Bayern, Bayern Digital Radio, would prefer to transmit its future local ensembles in Band III. The German DAB site, pro-dab.de, quoting a BDR e-mail, reports that for the remaining regions of Bayern still to receive their own local ensembles, the L-band frequencies already allocated at Wiesbaden and Maastricht are not well-suited to the local terrain. BDR believes that frequencies are available at Band III to provide the local coverage required, but that frequency coordination will be required at national and international level. The most immediate result of the new BDR strategy, if confirmed, will be that once the Regensburg ensemble, due this year, is brought into service, a significant delay is likely before the next regions can be commissioned.

In Australia, Willoughby City Council has granted planning permission for a new antenna on Willoughby Tower. This was the final procedural hurdle to the establishment of Band III digital radio trials in Sydney. The installation is expected to be completed this month with equipment installation and testing to follow. The trial should begin by the end of the year. Block 9A has been allocated for the trials, in close proximity to existing analogue television transmissions. The ability of the DAB transmissions to co-exist in this environment will be a key area of study. Australian broadcasters are seeking spectrum for trials in other metropolital centres and regional areas and have already applied to the Australian Broadcasting Authority for allocations.

The online edition of the American industry newspaper Radio World reports that Ibiquity has unveiled a revised codec for use with its IBOC system. Called HDC, the codec was developed jointly with Coding Technologies, developer of the aacPlus codec. RW Online quotes the chairman of the NRSC DAB Subcommittee as praising the improved performance of the new codec and saying the NRSC will consider resuming work on the new system . The standard setting process for IBOC digital radio had been suspended by the NRSC several months ago, citing concerns about the audio quality of the system.

The Band III trials in Sydney are currently slated to begin October, subject to local authority planning permission. Initially, the same multiplex will be transmitted on both L-band and Band III. Block 9A is a drop-through allocation between existing analogue television transmissions and a prime area of study will be the coexistance of the TV and DAB signals in such close proximity - a world first. Eight audio services are expected to be broadcast - DMG Nova, Macquarie 2GB, Macquarie 2CH, SuperNetwork2SM, Sthn Cross Broadcast 2UE, two SBS services and a service from public-service broadcaster ABC.

The latest newsletter of the World DAB Forum reports that 25% of the capacity on the national Danish DAB multiplex is to be handed over to commercial radio.
Sky Radio and Talpa, recently awarded FM licences, are expected to take over the capacity from Danmarks Radio late in 2004.

Digital One has announced a further extension to its transmitter network in Great Britain. Five new sites will be commissioned this year and five in 2004. The new sites are Ashford, Hemel Hempstead, Faversham, Chartham, Thanet, Kirkton Mailer, Stoke Holy Cross, Ilmington and Danbury. Still to be commissioned are the previously-announced sites Manningtree and Mounteagle. An additional transmitter site at Meldrum has yet to be confirmed. UK TII table updated.

The BBC Scotland Annual Review, published today, announces that new DAB transmitters are to be commissioned at Rosemarkie, Meldrum, Durris, Angus, Kirkton Mailer, Darvel and Sandale. The UK Radio Authority has awarded the local digital franchise for Reading and Basingstoke to Now Digital, a subsidiary of GWR Group plc. The ensemble will operate on Block 12D (229.072 MHz). Capacity is reserved for BBC Radio Berkshire. Now Digital proposes to commence its service by June 2004 from four transmitters: Hannington, Bracknell, Hemdean and Basingstoke.

A second ensemble has been authorised for Alto Adige (Südtirol) in Italy. It will operate on Block 12D (229.072 MHz). The provincial government has authorised RAS to broadcast Ö1, Ö2, Ö3, FM4, Bayern 1, Bayern 3, Radio Rumantsch and a data channel. An ensemble, jointly run by RAS in cooperation with RAI, has been running on Block 12A since 1997. Currently, this ensemble broadcasts Bayern Mobil, Bayern 4, Bayern 5 Aktuell, RAI 1, RAI 2, RAI 3, RAI 4 (Sender Bozen) and a data channel.

Leading international and national broadcasters are participating in the launch with schedules of digital transmissions on medium and shortwave by BBC World Service, Radio France International, Christian Vision, Deutsche Welle, Kuwait Radio, Radio Canada International, Radio Nederland, Radio Norway, Radio Sweden, Vatican Radio, Voice of America, Voice of Russia and Wales Radio International. The UK Radio Authority has advertised the local digital franchise for Plymouth & Cornwall. It is likely that two distinct ensembles will result as two frequencies will be used to cover the combined franchise area and there are different reservations of capacity for BBC services. In Plymouth Block 12A (223.936 MHz) will be used. BBC Radio Devon has capacity reserved. Block 11B (218.640 MHz) will be used in Cornwall with capacity reserved for BBC Radio Cornwall. The closing date is Tuesday, 16 September 2003. The Authority expects to announce a decision "towards the end of this year".

The following changes are reported in Belgium. On RTBF DAB Radio, the Service BRF has been relabelled BRF 1. The Services Prg FM 1 and Radio Trafic have ceased. The bitrates of Services La Premiere, Radio 21 and Prg FM 21 are increased from 160 to 192 kbit/s. A new data Service has popped up. TPEG TEST is running at 8 kbit/s. On VRT DAB, the Services DABklassiek and Klara are reduced from 192 to 160 kbit/s. The Service 927 live has been seen running in Mono at the increased bitrate of 112 kbit/s (48kHz sampling). New data Services have popped up. EPG Test, BWS BOSCH and BWS VRT are running at 24 kbit/s.

The Landesanstanlt für Kommunikation Baden-Württemberg has allocated capacity on the L-band ensemble in Ulm to the classical music service Klassik Radio. The service is also to be broadcast on FM frequencies in Karlsruhe, Stuttgart and Göppingen.

The online version of the US broadcasting industry newspaper Radio World is reporting that the National Radio Systems Committee's DAB subgroup has suspended consideration of iBiquity's IBOC system amid concerns about the performance of the PAC codec on AM at the low bitrates which would be transmitted by IBOC. The Canadian Radio-television and Telecommunications Commission has authorised a new Service to be broadcast on Block L2 in Toronto. Sur Sagar Radio Inc. will broadcast a service aimed at South Asian communities in Greater Toronto, broadcasting in Punjabi, Hindi, Urdu and Gujarati, as well as English. This is the first authorisation by the CRTC of a digital radio service which will is not already extant on AM or FM. Sur Sagar currently operate a subsidiary channel broadcast on a sub-carrier of CIUT-FM. The CRTC stipulates the service must begin as soon as possible, and within 12 months. The Block L2 ensemble was not operational when observations were made in February.

The UK Radio Authority has awarded the local digital franchise for Kent to Capital Radio Digital Ltd, a subsidiary of Capital Radio plc. The ensemble will operate on Block 11C 220.352 MHz). Capacity is reserved for BBC Radio Kent. Capital Radio Digital proposes to commence its service in April 2004 using five transmitters (at Bluebell Hill, Chartham, Ashford, Tunbridge Wells and Margate). Because of international frequency restrictions it will not be possible, currently, for the ensemble to cover the coastal area of the English Channel.

The BBC is to undertake a major expansion programme to its DAB transmitter network. 47 new transmitters will be brought into operation by Crown Castle, the BBC's DAB transmission provider, by the end of 2004. The sites to be equipped have not yet been announced but are probably likely to result in a transmitter network similar to Digital One's.

A new ensemble has popped up in Ottawa on Block L18 (1482.464 MHz). CBC Radio-Canada is broadcasting four services, CBC Radio One, CBC Radio Two, R-C Premiere and R-C Culturelle. All are running at 224 kbit/s, Stereo, Prot. Level 3. The ensemble is currently being broadcast from a single transmitter. A second site is due to follow in a couple of weeks. This is the first of four ensembles for Ottawa which were authorised by the CRTC last November. An experimental ensemble has been operated in the city by the Communication Research Centre on Block L9, but this was not seen when observations were made on February 16th.

Toronto Snapshots updated. Between the 13th and 18th of February the configuration of the Block L3 ensemble changed completely, with new EId, new Ensemble Label, new SIds and changed Service Labels. The actual radio services carried on the ensemble remained unchanged however. Bitrates of the stereo services reduced from 224 to 192 kbit/s. Both states shown in the listings. On Block L4, the Service C02D has been relabelled JAZZ FM. On Block L9, new EId and SIds are now ETSI-compliant.

At its January meeting, the minutes of which have just been published, the UK Radio Authority authorised Score Digital to carry the Pop-format service SMASH HITS! on Score Ayr in place of a Soul service which had been specified for the license.

The Canadian Radio-television and Telecommunications Commission has authorised the CBC to broadcast the output of CBUX-FM on its Block L5 ensemble in Vancouver in place of CBFX-FM from Montreal. Both FM stations carry the Radio Canada service la chaîne culturelle, but the result for listeners will be that the DAB feed in Vancouver will become a delayed version for the Pacific time zone with some local content and will match the service available on FM.

The DRRI web site reports that DAB transmissions are due to begin in Halifax, Nova Scotia, in March. Three CBC services, Radio One, Radio Two and Première chaîne, and four commercial services, CIOO-FM, Q104, Country101 and FM96.5 will be broadcast. The CBC's ensemble for Ottawa is understood to be imminent.

The UK Radio Authority has received one application for the local digital franchise for Kent from Capital Radio Digital Ltd., a wholly-owned subsidiary of Capital Radio plc. The ensemble will operate on Block 11C (220.352 MHz). Capital Radio Digital proposes to begin broadcasting in April 2004, using five transmitters (at Bluebell Hill, Chartham, Ashford, Tunbridge Wells and Margate). Because of international frequency restrictions it will not be possible, currently, for the ensemble to cover the coastal area of the English Channel. Capacity is reserved for BBC Radio Kent. The Authority hopes to announce a decision in the Spring.

The DAB test transmissions in the Netherlands which have been operated by Nozema have ceased. The World DAB Forum reports meanwhile that the Dutch public-service broadcaster, NOS, has received a seven-year licence from the government and expects to begin broadcasting a full service covering 50% of the country in the autumn, extending eventually to 100%. A minimum of six audio services will be broadcast. The NOS ensemble will operate on Block 12C (227.360 MHz) just vacated by Nozema. Nozema has been allocated Block 11D (222.064 MHz) for experimental use and could resume broadcasting in the near future. The government is reported to be expecting to begin a licensing procedure for a commercial multiplex later this year.

The UK Radio Authority has awarded the local digital franchise for Stoke-on-Trent to the sole applicant, TWG Emap Digital Ltd. (The Wireless Group plc 70.0%, Emap Digital Radio Ltd. 30.0%). The ensemble will run on Block 12D (229.072 MHz). Capacity is reserved for BBC Radio Stoke. TWG Emap Digital proposes to begin broadcasting in April 2004 from four transmitters - Alsagers Bank, Mow Cop, Crewe and Stafford.

Four new Services have popped up on the Block 12C ensemble in Hamburg. NDR 90,3, NDR 2, NDR Info and Traffic Channel join the two national Services already on-air, Deutschlandfunk and DeutschlandRadio. The new services from regional public-service broadcaster Norddeutscher Rundfunk complete the public-service line-up on the ensemble. Private broadcasters have until March 17th to apply to the Hamburgischen Anstalt für neue Medien (HAM) for the remaining capacity which will be allocated to two commercial services.

The directors of the ARD broadcasting organisations meeting in Hamburg have called for a stocktaking of DAB. There is a difference of views about digital radio not only between the Länder, but also among the ARD members. Such a forum of public and private broadcasters as well as manufacturers and the governments of the Länder had recently been proposed by Rheinland-Pfalz Ministerpräsident Kurt Beck. "What we need now," said ARD Intendant Jobst Plog "is either a fresh push for DAB or the decision to pull out. It seems to me meaningful that everyone involved should consider future development in the light of the experience to date. Such a round table could bring clarity."

Digital Radio Südwest, the DAB network operator in Rheinland-Pfalz and Baden-Württemberg has announced the next transmitters to be commissioned in Rheinland-Pfalz. Kettrichhof and Bornberg should enter service on March 1st, with Saarburg following on March 15th. All three will transmit the Block 12A ensemble.

In Portugal, the DAB network is extending steadily with seven new mainland transmitters since the last update. The Services Rádio Comercial and Rádio Renascença - Canal 1 have ceased. In their place, the Services RDP África and RDP Internacional are being broadcast on a temporary basis. Bayerischer Rundfunk has launched four new Services on the Block 12D ensemble Bayern. Das Modul is a new music service whose style varies every two hours from Chillout and "International Hits" in the morning, through to Dance, Dub, Alternative and Hiphop in the evening. The other three new services News, Business and Verkehr (travel), carry a rotating selection of items extracted from B5 aktuell. The Services Bayern 2 und Bayern 3 have ceased "on capacity grounds".

Poynting Antennas of South Africa manufacture a waterproof Yagi for L-band. This antenna is known to have been used succesfully in Frankfurt, for example, where good reception of a neighbouring ensemble was restored despite the presence of a strong, adjacent-channel signal from the local ensemble. The Landesmedienanstalt in Sachsen-Anhalt has issued a statement regretting the consideration being given in neighbouring Sachsen to terminating financial support of DAB. Christian Schurig, manager of the Medienanstalt Sachsen-Anhalt and also on the board of directors of the association Digital Radio Mitteldeutschland (Thüringen, Sachsen and Sachsen-Anhalt), said that an exit by Sachsen from the digitisation of radio would on the one hand weaken the leading position that Mitteldeutschland had earned in the introduction of digital radio. On the other hand, the Mitteldeutscher Rundfunk and the other ARD members, who have considerable financial resources for the introduction of digital radio, would be strengthened in the long-term. That would lead to an inequality in the field of competition between private and public-service broadcasters because the private broadcasters cannot continue their involvement in digital radio under their own steam.

Mixed signals from Germany. Südwest Rundfunk, the public-service broadcaster for Rheinland-Pfalz and Baden-Württemberg, will continue to work with DAB. Speaking at the opening of the conference "Radio 2010" in Stuttgart, the Intendant of SWR, Peter Voß, said "The decision for DAB was and is correct." DAB offers the chance of maintaining the plurality of public-service programmes. Voß warned against relying on private operators to provide digital radio and booting out the public-service broadcasters. "We will not build the launching pad for others." Voß looked ahead to the Frequency Planning Conference in 2006 which will decide the use of Bands III, IV and V for at least the next 20 years. The competitive environment for sound broadcasting will be much changed. Meanwhile, the Süddeutsche Zeitung on the same day, under the headline "Death Certificate for Subsidy Corpse" declared that the DAB "patient" has been "in a coma for several years already". The newspaper quotes Victor Henle, Director of the Thüringen Landesmedienanstalt: "When one has striven for nearly ten years with a new technology, and nothing to show, one has to stop". According to the newspaper, the audit offices of Bayern and Thüringen are examining the expenditure on DAB. Rainer Conrad, head of the Bavarian audit office, says the ARD must see the light. The ARD must, according to Conrad, declare whether they continue to see DAB as the transmission format of the future or whether the project is to be abandoned. The deadline is April 30th, by which time the budget proposals of the ARD member broadcasters must have been submitted. Bavaria's Media Minister Erwin Huber says neither the broadcasters nor the Landesmedienanstalten should make the decision to end digital radio broadcasting. Such a decision belongs to the Ministerpresidents of the Länder. The Süddeutsche Zeitung returns to the patient analogy to wind up its report. By that stage, it concludes, all that would be necessary for the Ministerpresidents to do would be to issue the death certificate. (Wohnort adds: The recent polemic for and against DAB must be seen against the background of the new licence fee round. Negotiating positions are being clearly marked out and DAB, in view of its slow take-up, is viewed by many as a soft target.)

The latest issue of the UK Radio Authority's Transmission Parameters spreadsheet has been released today and reveals, among other things, that the NTL Experimental ensemble in London is now operating as a two-transmitter Single Frequency Network from sites at Croydon and Leicester Square. The new L-band transmissions are in Block LC (1456.384 MHz). The previous L-band tests in London (DRAFFT) were in Block LP.

In contrast to the gloomy statements from Sachsen, the Landesmedienanstalt in Thüringen is to accelerate the transition from analogue to digital transmission. With the entering into force of the new media law on January 14th, the TLM will, with certain exceptions, assign frequencies only for digital transmission from January 1st, 2004. Services currently broadcast in analogue form will be granted primacy in the allocation of digital capacity.

The Sächsische Landesmedienanstalt has cast doubt on the future of DAB in Sachsen. Kurt-Ulrich Mayer, President of the SLM's Medienrat, said on January 20th that because of additional responsibilities being placed on the SLM, the Landesmedienanstalt would not be able to support DAB to the same level as before. He called upon the broadcasters participating in the DAB project in Sachsen urgently to come to an agreement on the project's future. "Should there be no realistic future prospect," he added, "one must have the courage to admit that the digitisation of radio has failed for the time being." (Wohnort adds: DAB in Sachsen is confined to a mere six audio services, hardly an attractive package for prospective purchasers of receivers.)

New ensembles have popped up in Hamburg and Schwerin. In Hamburg, the ensemble is running on Block 12C (227.360 MHz). The Mecklenburg-Vorpommern transmissions are on Block 12B (225.648 MHz). On both, the Services Deutschlandfunk and DeutschlandRadio are being broadcast at the moment. Three Services from NDR will follow. Capacity is reserved for commercial services - one in Hamburg and two in Mecklenburg-Vorpommern. The closing date for applications in Mecklenburg-Vorpommern is January 20th. In Hamburg, a decision is expected before the end of the month.

Digital Radio Nord, the DAB network operator in northern Germany, has brought two transmitters into service, at Rosengarten and Visselhövede. Between them, these mark an important extension to DAB coverage, bringing digital radio into Hamburg for the first time, and completing coverage of the Autobahn between Hamburg and Hannover. Hamburg's own ensemble will follow shortly, carrying the two services of DeutschlandRadio, three services from NDR and two commercial services to be allocated this month.
