Coming Up...
On August 3rd, the ZAK is due to decide on the allocation of capacity on the forthcoming national DAB multiplex. Before then, the six applicants should have reached agreement with the transmission provider Media Broadcast on the terms for carriage. The six have already agreed to conduct their negotiations with Media Broadcast as a group. Once those negotiations have been concluded, and if all applicants are still "on board", it should be clear if there is sufficient capacity to accomodate all of the applicants. If demand exceeds supply and the ZAK were unable to broker agreement among the applicants, the ZAK would have to then make a selection.

Broadcasters in Germany are expected to use DAB+ when digital radio is relaunched in late 2010 or early 2011. A number of ensembles already include some DAB+ services. Wohnort recommends that you buy a receiver that is DAB+ capable if you intend to use it in this country. If you are likely to want to use it in neighbouring countries, you may wish to ensure that it will also receive DMB-A (DMB Radio).
|
Broadcasting policy is the responsibility of the Länder and the arrangements for DAB have been made by each Land. In some Länder, DAB is well advanced - in others it has barely begun. In the lists below, the ensembles are grouped by Land, with the Landesensembles first, followed by local ensembles in alphabetical order. Frequency planning at the RRC06 has been on the basis that the remaining L-band local ensembles should migrate to Band III.

The directors of the various Landesmedienanstalten in Germany have laid out the timetable for the "possible" [the press release's word] introduction of DAB+. The candidates for capacity on the future national multiplex have until July 22nd to conclude contracts with the network operator Media Broadcast. The distribution of capacity on the ensemble will then be decided at a sitting of the Kommission für Zulassung und Aufsicht on August 3rd. A pre-condition, however, is that the service providers should already have agreed among themselves the distribution capacity. Furthermore, the assembly of services must satisfy the Landesmedienanstaltens' requirements on media diversity. In the absence of an agreement among the service providers, the Gremienvorsitzendenkonferenz will decide for them on September 8th. Of the candidates who applied for capacity, seven have passed preliminary scrutiny:-
- Entspannungsradio GmbH i.Gr. (LoungeFM)
- ERF Medien e.V. (ERF Radio)
- MEDIA BROADCAST GmbH (Data services)
- Die Neue Welle Rundfunk-Verwaltungsgesellschaft mbH & Co. KG (Radio Rauschgold)
- Radio 97,1 MHz Hamburg GmbH (ENERGY)
- REGIOCAST DIGITAL GmbH (90elf – Dein Fußball-Radio; RemiX Radio; litera; EPG/Data service und TPEG-service)
- The Walt Disney Company (Germany) GmbH (Radio Disney)
Two candidates withdrew their applications:
- United Christian Broadcasters (UCB)
- SV Teleradio Produktions- und Beteiligungsgesellschaft für elektronische Medien mbH (Süddeutsche Zeitung Radio)

NB: The symbol denotes the service's Primary Component. All services have a Primary Component, but in most cases the Component Label and the Service Label are (sensibly) identical. To save space and bandwidth, Wohnort does not normally list the Primary Component explicitly as here. This Ensemble is a test transmission. Wohnort has yet to see an example where having different Primary Component and Service Labels contributed anything extra for the listener other than potential confusion.

DAB in Bayern is a mature service, with good coverage from an established network of transmitters. A second Land-wide multiplex is to be launched in 2010, at which time the public-service broadcaster Bayerischer Rundfunk will be able to add the services Bayern 1 and Bayern 3 to those already on offer. Bayern 1 and Bayern 3 are already available in München on a test-transmission basis.
